近年来,广西壮族自治区南宁市把城市安全风险监测预警体系建设作为首要任务来抓,初步建成燃气、排水、桥梁、综合管廊、轨道交通、建筑施工、气象灾害等七大类28套监测预警系统,城市运行安全水平不断提升。

整合优势资源,搭建安全风险综合监测预警中心机构班底。南宁市以城市应急联动中心和应急管理局指挥中心平台为基础组建综合监测预警机构。同时,将安全生产、森林防灭火、防汛防内涝、地震监测等分散于各部门的业务信息系统及其他应急资源归集到应急指挥中心,实行统一调度。目前,南宁市城市应急联动中心核定编制40人,编外人员50人。

聚焦化解风险,健全首府城市安全风险分级管控工作机制。南宁市摸排所有重大危险源,全面接入南宁市安全生产综合信息平台,并绘制“红、橙、黄、蓝”四色等级安全风险空间分布图。对城市建设发展造成安全距离不足或者已经处在城市建成区的城市重大危险源企业实施一企一策搬迁改造,扩大城市禁燃限放烟花爆竹范围,建立城市重大项目评估论证机制,严格控制城市风险增量。同时,南宁率先在广西开展小化工安全专项整治,初步完成对1200家企业的甄别、确认和风险排查,防止城市风险变量。此外,南宁市出台城市桥梁、地下空间、地下管廊、轨道交通、电动自行车、建筑垃圾消纳场等一批城市安全管理的配套地方性法规,启动高层建筑消防安全、避难场所管理等地方性立法工作。

打造智能系统,构架安全风险综合监测预警中心技术支撑。南宁建设综合管廊监控系统及地下管线地理信息系统,实现城市生命线一个平台全程掌控,建设项目全程监管。利用排水智能调度系统,会商研判城市排水、排涝形势,指挥调度防涝排险力量。 运用大数据技术建设应急管理综合应用平台,提升预警发布、应急响应和协同处置的能力水平。

建设模拟模型,升级城市防洪排涝监测预警平台功能模块。在防洪排涝数据模型基础上,南宁市对主城区防洪排涝能力进行评估、对现有城市防洪排涝的预警响应体系进行预演分析,修订预警响应预案体系。在二、三维基础地理环境的支持下构建信息化平台,具备排水设施管理、暴雨模拟、内涝预警发布、监视跟踪等功能,能够回溯历史、浏览现状、展示未来,实现洪涝监测预警。

织密基层网络,夯实城市安全风险监测预警体系基层基础。南宁市还全面整合部门信息员、综治网格员、微型消防站救援队员等应急力量,依托小区业主委员会和物业公司,组建八桂应急先锋社区响应队住宅小区分队,打造防灾救灾网格化管理升级版。 今年,八桂应急先锋建设将实现网格全覆盖,队伍规模扩充至3.6万人。

下一步,南宁市将成立城市安全风险监测预警体系试点工作领导小组,构建城市安全风险综合监测预警管理体系。同时,建设城市安全风险监测预警支撑平台。以应急联动中心接处警系统为基础,建设城市安全风险综合监测预警系统平台,实现“一张图”实时掌控城市运行态势。

In recent years, Nanning city of Guangxi Zhuang Autonomous Region has taken the construction of urban safety risk monitoring and early warning system as the primary task, preliminarily built 28 sets of monitoring and early warning systems in seven categories, such as gas, drainage, bridges, comprehensive pipe corridors, rail transit, construction and meteorological disasters, and continuously improved the safety level of urban operation.
Integrate advantageous resources and build an institutional team of comprehensive safety risk monitoring and early warning center. Nanning established a comprehensive monitoring and early warning organization based on the urban emergency linkage center and the command center platform of the Emergency Management Bureau. At the same time, the business information systems and other emergency resources scattered in various departments such as safety production, forest fire prevention, flood and waterlogging prevention and earthquake monitoring are collected in the emergency command center for unified dispatching. At present, the authorized staffing of Nanning urban emergency linkage center is 40 and there are 50 non staff personnel.
Focus on resolving risks and improve the working mechanism of hierarchical management and control of safety risks in capital cities. Nanning has mopped up all major hazard sources, fully accessed the comprehensive information platform of Nanning safety production, and drawn the spatial distribution map of "red, orange, yellow and blue" four-color safety risks. We will implement the relocation and transformation of urban major hazard enterprises that cause insufficient safety distance due to urban construction and development or are already in urban built-up areas, expand the scope of urban prohibition and restriction of fireworks and firecrackers, establish an evaluation and demonstration mechanism for major urban projects, and strictly control the increase of urban risk. Meanwhile, Nanning took the lead in carrying out special rectification of small chemical safety in Guangxi, preliminarily completed the screening, confirmation and risk investigation of 1200 enterprises, and prevented urban risk variables. In addition, Nanning has issued a number of supporting local laws and regulations for urban safety management, such as urban bridges, underground spaces, underground pipe corridors, rail transit, electric bicycles and construction waste disposal sites, and started local legislation on fire safety of high-rise buildings and shelter management.
Build an intelligent system and construct the technical support of the comprehensive safety risk monitoring and early warning center. Nanning will build a comprehensive pipe gallery monitoring system and underground pipeline geographic information system to realize the whole process control of one platform of urban lifeline and the whole process supervision of construction projects. Use the drainage intelligent dispatching system to discuss and judge the urban drainage and waterlogging situation, and command and dispatch the waterlogging prevention and risk elimination forces. Use big data technology to build a comprehensive application platform for emergency management and improve the ability of early warning release, emergency response and collaborative disposal.
Build simulation model and upgrade the functional module of urban flood control and drainage monitoring and early warning platform. Based on the flood control and drainage data model, Nanning evaluates the flood control and drainage capacity of the main urban area, rehearses and analyzes the existing urban flood control and drainage early warning response system, and revises the early warning response plan system. With the support of two-dimensional and three-dimensional basic geographical environment, the information platform is built, which has the functions of drainage facility management, rainstorm simulation, waterlogging early warning release, monitoring and tracking, and can trace back the history, browse the current situation, display the future, so as to realize flood monitoring and early warning.
Strengthen the grass-roots network and consolidate the grass-roots foundation of urban safety risk monitoring and early warning system. Nanning has also fully integrated the emergency forces such as departmental informants, comprehensive management grid members and rescue team members of micro fire stations. Relying on the community owner committee and property company, Nanning has established a residential community team of Bagui emergency pioneer community response team to create an upgraded version of grid management for disaster prevention and relief. This year, Bagui emergency pioneer construction will achieve full grid coverage, and the team scale will be expanded to 36000 people.
Next, Nanning will establish a pilot leading group for urban safety risk monitoring and early warning system to build a comprehensive urban safety risk monitoring and early warning management system. At the same time, build an urban safety risk monitoring and early warning support platform. Based on the alarm receiving and handling system of the emergency linkage center, build a comprehensive urban safety risk monitoring and early warning system platform to realize "one map" and control the urban operation situation in real time.
