近年来,湖南省常德市通过系统谋划,统筹推进安全发展示范城市建设,城市安全源头治理得到进一步加强,安全管理信息化智能化水平不断提升,事故起数逐年下降,已连续12年未发生重大及以上生产安全事故。在城市安全风险预警监测系统建设方面,常德市已建成重点领域监测预警系统18个,实现了对危化品、建筑施工、消防、道路交通、应急物资管理等行业领域的信息化监测预警。另有地质灾害监测预警系统、电梯物联网智能信息管理平台、地震监测预警系统正在建设之中,预计近两年陆续完成建设。
常德市委、市政府将城市安全风险综合监测预警系统建设作为从本质上提升城市安全治理能力现代化的重要手段来统筹推进。
以旧城改造为契机,强化城市生命线安全风险监测。常德市结合市政道路建设及“三改四化”提质改造等工程,对城市综合管廊开展了为期两年的全面普查,并充分考虑安全因素,将综合管廊改造与安全监测同时设计、同时施工。在此基础上,整合各行业和权属单位的管线信息数据,建立了常德市地下管线信息平台,实现了数据输入和输出、数据编辑、属性查询、数据统计、综合分析、三维场景漫游等多种功能,并与“智慧常德”服务对接,实现管线信息的互联互通。
以上级政策为依托,推进重点领域监测预警系统建设。常德市按照应急管理部、工信部统一部署,全面推进危化品安全生产风险监测预警系统建设,率先建设了包含火灾自动报警云监测、可视化联网报警、智慧用电安全云监测、建筑消防用水智能监测、安全隐患巡查五大子系统,并在此基础上探索创建了“智慧消防”高楼监管模式。
同时,常德市抓住湖南省委、省政府推广“湖南交通两客智能监管系统”机会,大力推进交通两客智能监管平台建设,实现对全市“两客一危”车辆、驾驶员、企业的全覆盖智能监管,并逐步覆盖农村客运班线及货运车辆。
以示范创建为抓手,补齐安全风险监测预警建设短板。常德市重点建设了集应急管理与服务、城市安全风险防控、数据共享为一体,兼具监管监察、监测预警、指挥调度、政务服务、辅助决策五大功能的市应急综合应用平台及公安大客流监测预警系统,并计划与“城市大脑”建设对接,实现一网统管。
以社会资本为助力,丰富风险监测预警系统建设方式。常德市采取引入社会资本参与,政府出资扶持,接入数据平台,加强运行监管的模式,新建了一批、整合了一批、升级了一批社会安全风险建设预警信息化平台,实现安全风险监测预警系统建设的多元化,缓解了政府资金投入压力,确保平台后期的更新和维护投入。如在电梯设备信息化管理平台建设方面,常德市采取试点先行的方式,建立了具备电梯故障管理及预警功能、一键式故障报警功能等的“电梯物联网智能信息管理平台”,预计今年内可落实1000台电梯的组网运行。
下一步,常德市将成立由市政府常务副市长担任领导小组组长,相关部门主要负责人为成员的安全风险监测预警中心建设领导小组。同时,结合本地实际,制定常德市安全风险监测预警中心建设实施方案,明确目标任务和推进步骤。
