近年来,贵州省遵义市出台多个文件强调要建立安全科技支撑体系,把城市安全风险监测预警工作体系建设作为创建国家安全发展示范城市工作的主要抓手,推进城市安全发展工作取得明显成效。遵义市连续17年生产安全事故起数、死亡人数“双降”,连续8年未发生重大以上生产安全事故。
监测预警工作组织保障方面。遵义市成立以市长任组长,常务副市长任常务副组长的创建国家安全发展示范城市工作领导小组,并组建工作专班推进。同时,邀请专家指导城市安全风险监测预警工作体系建设等工作,建立了全市应急管理专家库,首批聘用156名专家入库,为全市城市安全风险监测预警等工作提供专家服务。
道路交通安全风险监测方面。遵义市对全市144家重点企业、6917辆重点车辆、5208名重点驾驶人进行监管,最大限度从源头消除隐患。今年以来,遵义市预警拦截现场处罚各类交通违法3.9万余起,有效震慑了违法行为。 城市给排水和防洪监测方面。遵义市通过给排水调度系统,对辖区内的供水厂、网、泵站进行精准调度,确保供水管网设备的安全高效运行。
城市火灾风险智能感知预警方面。遵义市积极推广应用物联传感、火灾烟雾监测、视频监控等感知设备,实现消防数据物联感知、智能感知。2022年底前,遵义市将组织建成城市消防大数据平台。
地质灾害监测预警方面。遵义市实现对全市地质灾害隐患点2986处清单化管理,在737处隐患点安装普适性监测设备1789台,在511处隐患点安装自动化监测设备共3158套,实时掌握自动化监测设备运行情况和预警信息,确保预警能够及时处置。
气象灾害监测预警方面。遵义市应急管理、气象、自然资源、水务等部门建立了预警信息联合发布机制,通过电信、移动、联通三大运营商及时向公众发布各类灾害监测预警信息。目前,遵义市应急指挥中心已接入水务、气象、公安、交通等多部门监测预警数据,完成一、二、三、四级危险化学品监测预警系统企业数据采集上传工作。
下一步,遵义市将健全城市运行风险研判评估体系,建立“安全风险管理信息平台”,绘制安全风险电子地图,编制责任清单。同时,完善城市安全风险监测综合应用平台建设。综合应用大数据、云计算、物联网等信息技术,推进信息技术与城市安全风险监测的有效融合,建成监测预警综合性应用平台。 此外,全市还将建立社会力量参与城市安全风险综合监测预警工作体系,系统构建多方参与、各出其力、相互协调的多元共治监测预警治理架构。同时,动员广大市民参与应急自救互助,拓宽社会公众参与风险综合监测预警工作的渠道。

At the same time, experts were invited to guide the construction of urban safety risk monitoring and early warning system, the city's emergency management expert database was established, and the first batch of 156 experts were employed to provide expert services for the city's urban safety risk monitoring and early warning.
Road traffic safety risk monitoring. Zunyi City supervised 144 key enterprises, 6917 key vehicles and 5208 key drivers in the city to eliminate hidden dangers from the source to the greatest extent. Since this year, Zunyi City has punished more than 39000 traffic violations at the scene of early warning interception, effectively deterring violations. Zunyi city conducts accurate dispatching of water supply plants, networks and pump stations within its jurisdiction through the water supply and drainage dispatching system to ensure the safe and efficient operation of water supply network equipment.
Intelligent perception and early warning of urban fire risk. Zunyi city actively promotes the application of IOT sensing, fire smoke monitoring, video monitoring and other sensing equipment to realize IOT sensing and intelligent sensing of fire data. By the end of 2022, Zunyi City will organize to build an urban fire big data platform.
Geological disaster monitoring and early warning. Zunyi City has realized the list management of 2986 potential geological hazard points in the city, installed 1789 universal monitoring equipment at 737 potential hazard points and 3158 sets of automatic monitoring equipment at 511 potential hazard points, so as to master the operation and early warning information of automatic monitoring equipment in real time and ensure that the early warning can be handled in time.
Meteorological disaster monitoring and early warning. The departments of emergency management, meteorology, natural resources and water affairs of Zunyi City have established a joint early warning information release mechanism to timely release all kinds of disaster monitoring and early warning information to the public through three operators: Telecom, China Mobile and China Unicom. At present, Zunyi emergency command center has connected the monitoring and early warning data of water affairs, meteorology, public security, transportation and other departments to complete the enterprise data collection and upload of level I, II, III and IV hazardous chemicals monitoring and early warning system.
Next, Zunyi City will improve the research, judgment and evaluation system of urban operation risk, establish a "safety risk management information platform", draw an electronic map of safety risk and prepare a list of responsibilities. At the same time, improve the construction of comprehensive application platform for urban safety risk monitoring. Comprehensively apply information technologies such as big data, cloud computing and the Internet of things, promote the effective integration of information technology and urban security risk monitoring, and build a comprehensive application platform for monitoring and early warning. In addition, the city will also establish a comprehensive monitoring and early warning system for social forces to participate in urban safety risks, and systematically build a multi-party, independent and coordinated monitoring and early warning governance structure. At the same time, mobilize the general public to participate in emergency self rescue and mutual assistance, and broaden the channels for the public to participate in the comprehensive risk monitoring and early warning work.
