近年来,上海市浦东新区在推进构建横向到边、纵向到底,全覆盖、全天候、全过程的城市运行综合管理体系基础上,全面加强城市安全风险综合监测预警工作体系建设。着力增强对城市安全风险的智能感知能力、对城市运行趋势的提前研判能力和对城市突发事件的即时处置能力。

浦东新区在在浦东城市运行综合管理体系的全方位支撑下,围绕城市运行安全,聚焦重点领域,加强统筹融合,强化系统集成,初步形成科学化、系统化、精细化的平战一体运行模式。

构建协同高效的工作体系。浦东新区在城市运行综合管理中心建设过程中,集中所有城市运行管理事务,将城市运行安全纳入重点事项管理,兼具城市安全风险综合监测预警中心功能。构建“1(区城运中心)+29(专业部门)+39(街镇和特定区域城运分中心)+1370(村居)”横向到边、纵向到底的城市运行综合管理体系,将公安、消防、市场监管、城管执法、生态环境、建设交通等29个区级单位和部门及街镇和村居纳入城运体系,形成指挥统一、协同配合的高效运行模式。

构建智能多元的应用场景。浦东新区把综合监测预警系统建设融入浦东新区“城市大脑”统筹推进,推动城市安全风险监测和分析预警。同时,以风险监测为基础,通过对不同监测体征进行绿、黄、红分色预警,创新技术赋能分析研判。在危险化学品管理方面,着力加强全区3700余家危化企业信息化监管,重点解决80多家重点危化企业风险监管智能化,并逐步向实现危险化学品全生命周期监管推进。在交通安全管理方面,通过公安、建交、城管等多部门协同,通过后台管理系统开发及深化场景实战应用,实现对场景平台中动态监管、风险监管、信用监管及分类监管指标数据关联。在自然灾害风险监测方面,结合气象、水位、雨量等监测数据,实时发布预警响应等级信息,为处置应对提供决策支撑。

构建动态即时的预警平台。浦东新区设立突发事件预警信息发布中心,整合广播、电视、互联网、政务微信、电子显示屏等信息发布渠道,按照“分类管理、分级预警、平台共享、规范发布”的原则,开展预警信息发布工作。

构建联勤联动的处置模式。在区层面,浦东新区建立区应急管理局、区总值班室和区城运中心“三位一体”管理模式,要求与城市安全密切相关的110、119、120部门派驻人员在区总值班室和区城运中心联合或集中办公,并实行全天候运行。在街镇层面,规范街镇城运分中心管理标准,加强部门协同,参照区模式构建高效协同处置模式。

下一步,浦东新区将编制浦东新区城市安全风险综合监测工作体系总体方案;形成综合监测数据共享示范,打造区应急管理局数据汇聚共享平台;综合监测预警应用示范,打造形成“态势全面感知、风险全面预警、趋势智能研判、突发处置高效”的综合监测预警信息化平台;明确城市安全风险综合监测预警“谁牵头、谁负责、谁建设、谁监测、谁指挥、谁处置”,制定一套工作规范标准。

Build a collaborative and efficient work system. During the construction of the comprehensive urban operation management center, Pudong New Area centralizes all urban operation management affairs, brings urban operation safety into the management of key matters, and has the function of comprehensive urban safety risk monitoring and early warning center. Build "1 (District Urban Transportation Center) + 29 (professional department) + 39 (street town and specific regional urban transportation sub center) + 1370 (village residence)" The comprehensive urban operation management system, which is horizontal to the edge and vertical to the bottom, integrates 29 district level units and departments such as public security, fire control, market supervision, urban management and law enforcement, ecological environment, construction and transportation, as well as streets, towns and villages into the urban transportation system, forming an efficient operation mode of unified command and coordinated cooperation.
Build intelligent and diversified application scenarios. Pudong New Area integrates the construction of comprehensive monitoring and early warning system into the "urban brain" of Pudong New Area, and promotes urban safety risk monitoring, analysis and early warning. At the same time, based on risk monitoring, through the color separation of green, yellow and red for different monitoring signs, innovative technology enabling analysis, research and judgment. In terms of hazardous chemicals management, efforts have been made to strengthen the information supervision of more than 3700 hazardous chemical enterprises in the region, focus on solving the intellectualization of risk supervision of more than 80 key hazardous chemical enterprises, and gradually promote the realization of full life cycle supervision of hazardous chemicals. In terms of traffic safety management, through the cooperation of multiple departments such as public security, establishment of diplomatic relations and urban management, and through the development and deepening of scene practical application of background management system, the data association of dynamic supervision, risk supervision, credit supervision and classified supervision indicators in the scene platform is realized. In terms of natural disaster risk monitoring, combined with meteorological, water level, rainfall and other monitoring data, real-time release of early warning response level information to provide decision support for disposal and response.
Build a dynamic and real-time early warning platform. Pudong New Area has set up an emergency early warning information release center to integrate information release channels such as radio, television, Internet, government wechat and electronic display screen, and carry out early warning information release in accordance with the principle of "classified management, hierarchical early warning, platform sharing and standardized release".
Build a joint logistics linkage disposal mode. At the district level, Pudong New Area has established a "Trinity" management mode of District Emergency Management Bureau, district total value shift room and district urban transportation center, requiring 110, 119 and 120 departments closely related to urban safety to work jointly or centrally in the district total value shift room and district urban transportation center, and implement all-weather operation. At the street and town level, standardize the management standards of street and town urban transportation sub centers, strengthen departmental coordination, and build an efficient collaborative disposal model with reference to the district model.
Next, Pudong New Area will prepare the overall scheme of comprehensive urban safety risk monitoring system in Pudong New Area; Form a comprehensive monitoring data sharing demonstration and build a data aggregation and sharing platform for the District Emergency Management Bureau; Comprehensive monitoring and early warning application demonstration to build an integrated monitoring and early warning information platform of "comprehensive situation awareness, comprehensive risk early warning, intelligent trend research and judgment, and efficient emergency disposal"; Clarify the "who takes the lead, who is responsible, who constructs, who monitors, who commands and who disposes" of comprehensive monitoring and early warning of urban safety risks, and formulate a set of work norms and standards.
