关于推进城市安全发展的实施意见

为深入贯彻落实《中共中央办公厅 国务院办公厅印发〈关于推进城市安全发展的意见〉的通知》精神,结合本市实际,提出如下实施意见。

一、总体要求

(一)指导思想。以习近平新时代中国特色社会主义思想为指导,全面贯彻落实习近平总书记对北京重要讲话精神,准确把握首都城市战略定位,牢固树立安全发展理念,强化安全红线意识,推进安全生产领域改革发展,落实完善城市运行管理的安全生产责任制,大力实施源头治理、基础提升、精细监管三项行动,科学构建法规标准、预防双控、广域防灾、应急救援四个体系,切实强化社会化服务支撑和科技文化支撑,加快实施城市安全发展重点工程,努力建设综合性、全方位、系统化的城市安全发展体系,不断提高城市安全保障水平,为建设国际一流的和谐宜居之都提供坚强保障。

(二)工作目标。到2020年,全市城市安全发展体系框架基本形成,城市安全发展取得明显进展,完成首批国家安全发展示范城市创建。到2025年,形成具有首都特色的城市安全发展体系,国家安全发展示范城市创建实现全覆盖。到2035年,全市城市安全发展体系更加完善,安全文明程度显著提升,形成系统性、现代化的城市安全保障体系。

二、主要任务

(一)实施源头治理行动

1.科学制定规划。坚持安全发展理念,依据《北京城市总体规划(2016年-2035年)》,严密细致制定本市国民经济和社会发展规划及城市综合防灾减灾、地质灾害防治、防震减灾、排水防涝、防洪、安全生产、消防、道路交通安全管理、综合管廊建设等专项规划,严格落实专家论证制度。依法施行建设项目实施前安全评估论证工作。(责任单位:市规划自然资源委、市发展改革委、市应急局、市地震局、市水务局、市消防救援总队、市交通委、市公安局公安交通管理局、市住房城乡建设委等,各区政府)

2.加快重点产业安全改造升级。严格执行并适时修订新增产业的禁止和限制目录。完善高危行业企业退城入园、搬迁改造和退出转产扶持奖励政策。全市煤炭开采行业于2020年底前全部退出。引导金属非金属矿山有序关闭退出,大力加强尾矿综合利用,积极实施尾矿库销库。引导、支持企业自主开展安全生产标准化建设,提高安全管理水平。(责任单位:市应急局、市发展改革委、市经济和信息化局、北京煤矿安全监察局、市规划自然资源委、市生态环境局等,各区政府)

(二)实施基础提升行动

3.加强基础设施安全管理。严格城市供水、供电、供热、供气、排水防涝和污水、污泥、垃圾处理等基础设施建设、运营过程中的安全监管。加强城市轨道交通、公交车、客运车辆、校车、危险化学品运输车辆、物流货运和邮政快递运输车辆日常运行的安全监管。科学设置道路交通安全设施,完善大型桥梁隧道、高风险公路路段的安全监测系统和安全防护、避险设施。强化地下穿越工程监测预警和地下管线设施隐患探测,严防路面塌陷下沉事故。加强棚户区、城中村、危旧房改造过程中的安全监管,严格治理违法建设。完善城市管网信息共享和安全防护机制,防范发生外力施工破坏管线事故。(责任单位:市城市管理委、市住房城乡建设委、市生态环境局、市交通委、市规划自然资源委、市水务局、市城管执法局、市公安局公安交通管理局、市地震局等,各区政府)

(三)实施精细监管行动

4.健全安全监管体制。结合机构改革新形势、新要求,合理调整执法队伍种类和结构,加强安全生产基层执法力量。完善“三城一区”、产业园区、风景名胜区等各类功能区的安全生产监管体制,健全安全生产监管机构,配备相应人员力量。理顺“低慢小”飞行器、新型燃料、餐饮场所、房屋装饰装修、未纳入施工许可管理的建筑施工等行业领域安全监管职责,落实安全监督检查责任。(责任单位:市应急局、市经济和信息化局、市公安局、民航华北地区管理局、市商务局、市住房城乡建设委等,各区政府)

5.严格规范监督执法。实行“双随机、一公开”行政执法方式,严格执法程序,加强精准执法,加大执法检查和行政处罚力度。加强执法监督和巡查考核,完善执法人员岗位责任制和考核机制。完善安全生产行政执法和刑事司法衔接制度。(责任单位:市应急局、市公安局等,各区政府)

(四)健全法规标准体系

6.加强城市安全法规规章建设。健全安全生产法规立改废释工作协调机制。加快推动《北京市安全生产条例》《北京市燃气管理条例》修订工作,积极推进危险化学品安全管理、职业病防治、供热管理、瓶装液化石油气供应使用管理等立法工作,逐步形成完善的城市安全法规规章体系。(责任单位:市应急局、市城市管理委、市卫生健康委、市司法局等)

7.完善城市安全地方标准体系。制定重大危险源监控、有限空间作业等领域安全技术标准,到2020年底前完成89项安全生产地方标准制定工作。完善城市高层建筑、大型综合体、综合交通枢纽、桥梁隧道、管线管廊、道路交通、轨道交通、排水防涝等的技术标准,提高安全和应急设施的标准要求,增强抵御事故风险、保障安全运行的能力。(责任单位:市应急局、市市场监管局、市住房城乡建设委、市交通委、市城市管理委、市水务局、市地震局、市消防救援总队等)

(五)完善预防双控体系

8.健全安全风险防控体系。完善城市安全风险评估机制,定期开展城市安全风险辨识评估,编制城市安全风险白皮书。明确风险管控的责任部门和单位,健全重大安全风险联防联控机制。完善城市重大危险源辨识、申报、登记、监管制度,建立管理档案和动态管理数据库。研究制定重大安全风险“一票否决”的管理办法。(责任单位:市应急局等,各区政府)

9.完善隐患排查治理体系。督促生产经营单位落实《北京市生产安全事故隐患排查治理办法》,强化对隐患排查治理制度落实情况的监督检查。深入推进城市安全隐患治理行动,持续开展企业隐患排查标准清单编制工作。健全隐患排查治理长效机制,严格实施重大隐患挂牌督办制度。(责任单位:市应急局、市消防救援总队、市交通委、市住房城乡建设委、市城市管理委、市市场监管局、市商务局、市文化和旅游局、市体育局、市人防办等,各区政府)

(六)构建广域防灾体系

10.提升城市灾害监测预警能力。建立健全灾害监测预警评估机制,重点对极端恶劣天气、洪涝、地质灾害、森林火灾、地震等突发事件进行监测。加强辐射源安全监管,强化废旧放射源及放射性废物和危险废弃物收运、转运、处置等重点环节的环境风险监控。强化供气、供电、供热、给水、排水、通信、交通等城市运行领域安全监测,推进城市生命线系统预警控制自动化。(责任单位:市应急局、市气象局、市地震局、市消防救援总队、市公安局、市规划自然资源委、市水务局、市生态环境局、市城市管理委、市交通委、市公安局公安交通管理局、市通信管理局等,各区政府)

11.提高城市灾害防治能力。加强人员密集区、铁路公路干道沿线、桥梁隧道、大型项目等区域地质灾害的防控工作。加大城市活动断层探测工作力度,完善老旧建筑安全排查鉴定与危房治理机制,对老旧房屋开展抗震鉴定和风险排查,全力做好老旧房屋加固工作。开展积水点易涝区治理,推进海绵城市建设。(责任单位:市应急局、市规划自然资源委、市交通委、市住房城乡建设委、市地震局、市水务局等,各区政府)

(七)健全应急救援体系

12.健全应急救援工作机制。完善城市应急救援信息共享、多部门协同预警和响应处置、综合灾害协同应对等机制,形成市、区、街道(乡镇)三级应急救援体系。强化京津冀地区应急救援合作,健全突发事件协同应对和联合指挥、应急资源合作共享等机制,提升跨区域联动能力。完善事故应急救援预案,定期开展应急演练。积极推进重点行业领域巨灾情景构建,科学提升城市应急救援能力。(责任单位:市应急局、市消防救援总队、市气象局、市地震局等,各区政府)

13.加强应急救援基地和队伍建设。推进应急产业示范基地建设,健全示范基地发展状况定期评估机制。建立完善应急救援技术服务制度,重点加强危险化学品相对集中区域的应急救援能力建设。强化消防救援队伍能力建设,按照乡镇消防队建设标准要求推进乡镇专职消防队建设,推动重点企业建立专职消防队。适度扩大森林火灾救援队伍数量和规模,建立航空救援力量,提升应急装备保障水平。(责任单位:市应急局、市消防救援总队、市园林绿化局、市经济和信息化局等,各区政府)

14.严格应急设备设施和物资储备管理。健全应急物资储备调用机制,加强应急救援装备设施安全使用培训。做好水、电、油、气等生命线战略资源应急储备的安全保障。建立重大活动常态化运行应急服务保障机制,强化应急状态下交通管制、警戒、疏散等防范措施。(责任单位:市应急局、市粮食和物资储备局、市城市管理委、市交通委、市水务局、市公安局、市公安局公安交通管理局、市消防救援总队、市商务局等,各区政府)

(八)强化社会化服务支撑

15.提升安全专业技术服务力量。完善政府购买安全生产服务指导目录,通过政府购买服务等方式,支持和培育一批具有专业综合服务能力的技术服务品牌机构。引导和支持具有安全技术、管理和人才优势的高等学校、科研院所、行业协会等开展安全生产社会化服务工作。积极培育、孵化防灾减灾领域各专业类型的社会组织,组建多方参与的社会化防灾减灾救灾新格局。大力实施安全生产责任保险,突出事故预防功能。(责任单位:市应急局、市经济和信息化局、市金融监管局、市财政局等,各区政府)

16.构建安全生产和消防安全信用体系。完善安全生产和消防安全领域联合惩戒“黑名单”、联合激励“红名单”管理工作机制,完善信用信息归集记录制度,引导推动信用状况等级评定和信用分类监管,积极营造“失信惩戒、守信激励”的社会氛围。(责任单位:市应急局、市消防救援总队、市经济和信息化局等,各区政府)

(九)强化科技文化支撑

17.强化科技引领。开展事故原因分析、预防理论研究和关键技术装备研发。出台安全科技成果转化和产业化指导意见,明确安全生产重大科技成果推广范围和产业发展方向。制定安全科技装备发展推广目录,积极推广应用先进的安全技术和产品。升级城市放射性废物库以及剧毒、易制爆危险化学品库等安全保卫设施。建立城市安全智库、知识库、数据库、案例库,健全辅助决策机制。(责任单位:市应急局、市经济和信息化局、市发展改革委、市科委、市生态环境局、市公安局、市消防救援总队等,各区政府)

18.加强安全宣传教育。融合推动安全文化示范企业、应急管理示范单位、青年安全示范岗建设。研究利用疏解腾退的工业厂区,改造建设集安全培训、宣传教育功能于一体的具有首都特色的安全文化体验基地、场馆。加强中小学安全教育,定期组织开展校园安全演练,不断提高师生防范安全事故的意识和能力。充分利用移动电视、数字广播、网络社交平台等新媒体,不断加大安全生产、消防安全宣传力度,大力促进安全文化建设,营造良好舆论氛围。(责任单位:市应急局、市教委、市消防救援总队、市广播电视局等,各区政府)

(十)实施城市安全发展重点工程

19.结合首都实际,大力实施城区铁路平交道口立交化改造、消防安全设施建设、地下综合管廊建设、电动车及电动自行车充电网络建设、安全生产执法检查效能提升、安全生产地方标准落地、城市安全风险管控、基层应急救援能力提升、综合应急信息平台建设等重点工程,有力推进城市安全发展各项工作落实落地。

三、保障措施

(一)加强组织领导。本市城市安全发展工作由市安全生产委员会统一组织,市安全生产委员会办公室负责推动落实,各区政府、各部门和各单位负责组织实施。要切实加强组织领导,明确工作推进的时间表和路线图,形成高效运转的工作机制,确保各项任务和重点工程顺利实施。

(二)强化资金保障。建立城市安全发展工作资金保障机制,对开展国家安全发展示范城市创建的重点地区予以资金支持。各区政府要加大对重点任务、重点工程的资金投入力度,充分调动社会资源,全力做好安全发展示范城市创建工作。

(三)健全考核评估机制。将城市安全发展工作情况纳入本市安全生产考核。研究建立首都城市安全发展评估指标体系,动态评估各区安全发展状况。对获得“国家安全发展示范城市”称号的区予以通报表扬。

城市安全发展重点工程

一、城区铁路平交道口立交化改造工程

推进城区铁路平交道口立交化改造,消除人员密集区域铁路平交道口,完善行人过街安全设施。(责任单位:市交通委、市规划自然资源委等,相关区政府)

二、消防安全设施建设工程

推进特勤、普通、小型和微型消防站以及消防水源等消防安全设施建设。制定市政消防设施建设维护管理规定、市政消防水源管理办法,加强消防安全设施的日常管理和维护。(责任单位:市消防救援总队、市水务局等,各区政府)

三、地下综合管廊建设工程

四、电动车及电动自行车充电网络建设工程

六、安全生产地方标准落地工程

制定并发布89项安全生产地方标准,同步出台标准宣贯方案,并开展全行业全地区的宣传推广。建立健全标准更新追踪机制,综合利用行政许可、行政执法、安全生产标准化评审等手段,对标准实施效果进行评价。(责任单位:市应急局、市市场监管局等,各区政府)

七、城市安全风险管控工程

八、基层应急救援能力提升工程

九、综合应急信息平台建设工程

Implementation Opinions on Promoting the Development of Urban Safety

  In order to thoroughly implement the spirit of the "Notice on Promoting Urban Safety Development" issued by the General Office of the CPC Central Committee and the General Office of the State Council, the following implementation opinions are put forward in light of the city's actual conditions.

  1. General requirements

  (1) Guiding ideology. Guided by Xi Jinping’s Thought on Socialism with Chinese Characteristics for a New Era, fully implement the spirit of General Secretary Jinping’s important speech to Beijing, accurately grasp the strategic positioning of the capital city, firmly establish the concept of safe development, strengthen the awareness of safety red lines, and promote the reform and development of safety in the field of production. Improve the safety production responsibility system of urban operation and management, vigorously implement three actions of source governance, foundation improvement, and fine supervision, scientifically build four systems of laws and regulations, prevention and dual control, wide-area disaster prevention, and emergency rescue, and effectively strengthen social service support With the support of science, technology and culture, we will accelerate the implementation of key urban safety development projects, strive to build a comprehensive, all-round, and systematic urban safety development system, continuously improve the level of urban safety protection, and provide strong guarantees for building a world-class harmonious and livable city.

  (2) Work objectives. By 2020, the city's urban safety development system framework will be basically in place, urban safety development has made significant progress, and the establishment of the first batch of national safety development demonstration cities will be completed. By 2025, an urban safety development system with the characteristics of the capital will be formed, and the creation of a national safety development model city will achieve full coverage. By 2035, the city's urban safety development system will be more complete, the degree of safety and civilization will be significantly improved, and a systematic and modern urban safety guarantee system will be formed.

  2. Main tasks

  (1) Implement source governance actions

  1. Make plans scientifically. Adhere to the concept of safe development, and in accordance with the "Beijing City Master Plan (2016-2035)", rigorously formulate the city's national economic and social development plan and comprehensive urban disaster prevention and mitigation, geological disaster prevention, earthquake prevention and mitigation, drainage, waterlogging, and flood prevention. , Special plans for production safety, fire protection, road traffic safety management, comprehensive pipe gallery construction, etc., strictly implement the expert demonstration system. The city's coal mining industry will all exit before the end of 2020. Guide the orderly closure and exit of metal and non-metal mines, vigorously strengthen the comprehensive utilization of tailings, and actively implement tailings warehouse sales. Guide and support enterprises to independently carry out safety production standardization and improve safety management level. Strengthen the safety supervision of the daily operation of urban rail transit, buses, passenger vehicles, school buses, hazardous chemical transport vehicles, logistics freight and postal express transport vehicles. Scientifically set up road traffic safety facilities, and improve the safety monitoring system and safety protection and avoidance facilities of large bridges, tunnels and high-risk highway sections. Strengthen the monitoring and early warning of underground crossing projects and the detection of hidden dangers of underground pipelines and facilities, and take strict measures to prevent road surface subsidence and subsidence accidents. Strengthen safety supervision during the renovation of shanty towns, villages in cities, and dilapidated houses, and strictly control illegal construction. Straighten out the safety supervision responsibilities of "low, slow and small" aircraft, new fuels, catering establishments, house decoration, and construction that are not included in construction permit management, and implement safety supervision and inspection responsibilities. Identify the responsible departments and units for risk management and control, and improve the joint prevention and control mechanism for major security risks. Improve the identification, declaration, registration, and supervision systems of major urban hazards, and establish management files and dynamic management databases.   9. Improve the hidden danger investigation and management system. Supervise and urge production and business units to implement the "Beijing Measures for the Inspection and Treatment of Hidden Dangers of Production Safety Accidents", and strengthen supervision and inspection of the implementation of the hidden dangers inspection and management system.
