连云港市推进城市安全发展三年行动计划(2020-2022年)

为全面构建以安全生产为基础的综合性、全方位、系统化的现代城市安全发展体系,提高城市安全保障能力和水平,有效防范各类事故发生,推动我市创建省级安全发展示范城市工作(以下简称创建工作)有效开展,根据《省委办公厅省政府办公厅关于推进城市安全发展的实施意见》(苏办发〔2018〕53号)精神,结合我市实际,制定本行动计划。

一、指导思想

以习近平新时代中国特色社会主义思想为指导,牢固树立安全发展理念,弘扬生命至上、安全第一的思想,强化安全红线意识,坚持系统化思维,坚持关口前移,强化各环节安全风险管控,推进城市安全体系和治理能力现代化,有效防范、坚决遏制重特大事故,为全市“高质发展、后发先至”提供可靠的城市安全保障。

二、基本原则

(一)坚持生命至上,保障安居乐业。以保障和改善民生为导向,始终坚守发展决不能以牺牲安全为代价这条不可逾越的红线,强化城市安全防范措施落实,创建安全健康的生产生活环境,最大程度减少各类事故发生。

(二)坚持立足长效,加强依法治理。坚持依法治安和夯实基础,增强安全生产法治意识,完善安全监管机制,全面提升城市安全生产法治化水平,加快建立城市安全治理长效机制。

(三)坚持系统建设,强化过程管控。加强城市规划、设计、建设、运行等环节的安全管理,加强安全风险管控,强化系统性安全防范制度措施落实,严密防范各类事故发生。

(四)坚持统筹推动,促进综合施策。合理配置城市安全管理资源,优化产业结构,依靠科技创新,将安全发展作为调整经济结构、转变经济发展方式、深化社会管理的重要原则和内容。注重本质安全,提高全民安全意识,实施超前投入,从源头上防范和遏制事故发生,有效解决影响城市安全的突出矛盾和问题。

(五)坚持争先创优,体现港城特色。着力推进城市安全源头治理、城市安全防控机制建设、城市安全监管效能和城市安全保障能力提升工作,以问题为导向,补齐短板,解决一批根本性问题,力争创建工作走在全省前列。把安全发展示范城市创建与“平安创建”“文明城市创建”“综合减灾示范社区创建”等活动有机融合,相互促进,借势借力推进创建工作任务落实。

三、创建目标

(一)总体目标。

大力实施城市安全发展战略,到2022年,全市城市安全发展取得明显进展,初步形成以中心城区为核心,带动周边、辐射县乡、惠及民生的现代化城市安全保障体系,城市安全治理能力显著提升,努力建设成为全省首批安全发展示范城市。

(二)具体目标。

1.提升城市安全源头治理能力。以安全为前提,合理规划城市生活、生产、贸易、仓储等功能区空间布局,健全建设项目安全评估论证机制。完善和落实城市高层建筑、大型商业综合体、城市地下管网、油气长输管道等技术标准中的安全和应急设施标准要求,强化基础设施安全管理。加快重点产业安全改造升级,提高企业本质安全水平。

2.提升城市安全防控能力。建立城市安全风险监测和评估制度,全面辨识城市安全风险,编制城市安全风险清单,明确风险管控责任和防控措施。健全隐患排查治理体系,加强重大危险源辨识管控和重大隐患挂牌督办。加强宣传教育,普及安全事故预防、避险、自救、互救和应急处置知识,提升社会公众安全素质和防控技能。

3.提升城市安全监管能力。按照“党政同责、一岗双责”和“三个必须”要求,落实党委和政府安全生产责任,修订部门“三定规定”,厘清行业监管和属地监管职责,完善安全监管体制,督促各类生产经营单位落实全员安全生产责任制度。优化安全生产领域执法机制,充实基层安全生产执法力量,推进联合执法。

4.提升城市安全保障能力。有效落实安全生产责任保险制度、安全生产“黑名单”制度、网格化管理机制,推动安全生产社会化服务。强化科技兴安,加强城市安全运行相关行业领域全智能监控系统和平台建设,推进多系统融合和公共数据资源开放共享,集成构建城市公共安全管理平台。

5.提升城市应急救援能力。建立联动互通的城市安全应急救援指挥平台,加强预测预警、信息共享和协同联动。完善事故应急救援预案,建立政府综合预案与部门预案、企业预案、社区预案衔接的制度。建立健全应急救援联动机制,加强应急救援队伍建设,强化应急救援预案演练,加强应急状态下交通管制、警戒、疏散等防范措施的联动配合,提升应急救援处置能力。

四、重点任务

(一)推进五大体系建设

1.推进城市安全运行预警监测体系建设。建立覆盖城市运行各环节的安全保障体系,大力推广物联网、云计算、大数据等网络信息技术应用,整合现有城市运行信息系统,集成建立统一的综合安全管理信息平台,对重大危险源和重大隐患及时监测监控,对涉及城市运行安全的相关数据进行智能化分析、评估、处理,研判城市运行安全风险,并及时发出相关监测预警,指导城市安全监管,提升城市安全管理智能化水平。

2.推进重大安全风险联防联控机制建设。研究建立位置相邻、行业相近、业态相似的地区和行业重大安全风险联防联控机制,明确风险管控的责任部门和单位,落实重大风险管控责任。完善安全生产专家库和专家排查隐患制度,定期聘请专家对城市重大安全风险管控状况进行体检式检查会诊,对重大安全隐患整治实行第三方机构验收评估。

3.推进安全生产社会化服务体系建设。将安全生产专业技术服务纳入现代服务业发展规划,建立政府购买安全生产服务制度,明确服务清单。以双重预防机制和标准化建设为核心,培育多元化安全生产服务主体,鼓励中小微企业订单式、协作式购买运用安全生产管理和技术服务。强化安全生产技术服务主体的行业自律和监督管理,严肃查处违法违规行为。

4.推进安全生产大宣传大教育格局形成。融合宣传教育资源,强化全民安全意识,推进安全文化建设,开展安全生产、应急避险知识进企业、进学校、进社区、进机关、进农村、进家庭、进公共场所“七进”活动。把安全知识普及纳入国民教育,建立完善中小学安全教育和高危行业职业安全教育体系,鼓励开展安全生产志愿服务和慈善事业。

5.推进高效应急救援指挥平台建设。建立统一高效的城市安全应急救援指挥平台,健全完善城市应急救援信息共享机制、多部门协同预警发布和应急响应处置机制。全力推进徐圩新区危险化学品国家级应急救援基地建设,完善功能定位。加强城市各行业领域专业救援力量建设,强化应急救援装备和物资储备保障工作,建立完善应急避难场所。完善城市安全应急救援预案,加强城市安全应急救援演练,强化各重点部门间的组织协调和应急联动,做到应急救援反应迅速、指挥得力、救援高效。

(二)聚焦八大重点领域治理

充分发挥市各专委会在创建工作中的指导协调作用,按照职责分工,明确重点行业领域的创建目标任务,深入开展安全风险辨识评估、分级管控和隐患排查治理工作,紧盯重点领域、重点部位、重点环节,实施重大安全风险和重大事故隐患的人防、物防、技防,达到回避、降低、监测和管控风险的目的,实现“隐患自查自改、风险自控”的持续改进长效机制,全力遏制重特大事故发生。

1.危化品领域。统筹优化产业布局,全面实施涉及人口密集区和列入限制、退出规划区域的危化品生产企业搬迁工程。构建危险化学品安全风险预防大数据平台,全面摸排危化品全链条安全风险,建立危化品安全风险数据库。在危化品生产、储存装置,特别是在重大危险源和重点监管危险工艺装置中,全面安装改进自动化安全控制系统。对照危化品领域重大生产安全事故隐患判定标准,强化隐患排查治理,提升高危行业安全风险管控能力。

2.道路交通领域。完善道路交通安全设施,实施高速公路、县乡道和急弯陡坡、临水临崖危险路段的安全生命防护工程建设,加强普通国、省道通行客运班线和接送学生车辆集中路段安全生命防护工程建设,加强公路超限超载违法行为治理。强制长途客运车辆、旅游客车、危险物品运输车辆和船舶安装智能视频监控报警、防碰撞和整车整船安全运行监管技术装备,加快安全技术装备改造升级。

3.建设施工领域。强化落实施工总承包、设计、建设、施工、监理等各方主体责任,严格作业人员安全教育培训和安全技术交底,严厉打击未批先建、无资质承揽、转包违法分包、挂靠等非法施工活动,严肃查处无证上岗、关键岗位人员脱岗离岗行为,集中整治高大模板支撑不按规程搭设、深基坑支护不到位、起重机械违规安装拆卸等危大工程问题,强化市政管网、地下综合管廊等重大市政工程施工管控,着力将建设施工风险降至最低。

4.消防安全领域。推动《消防安全责任制实施办法》贯彻落实,完善重大火灾隐患整改、消防安全约谈承诺和消防安全重大问题督办机制。深入开展以学校、社会福利机构、公众聚集场所等人员密集场所和沿街商铺、“三合一”场所、易燃易爆危险品场所、劳动密集型企业、高层楼宇、城乡结合部居住出租房为重点的消防安全隐患排查治理,推进重大火灾隐患清零。

5.特种设备领域。探索推进不同设备差异化分类监管,大力推广运用现代信息技术建立特种设备安全“智慧监管”系统。推行电梯安全状况定期通报和故障(事故)信息公开制度,探索建立电梯故障分析和故障率、处置及时率通报与约谈机制,加快电梯物联网建设步伐,全面强化对电梯维保单位的现场安全监察工作。完善压力容器、游乐设施等特种设备安全风险隐患辨识、评级、分级监管和预警方法。开展中小锅炉集中治理、起重机械安全专项治理和危化品领域特种设备安全综合治理。深化大型起重机械安装监控系统和工业管道定期检验工作。

6.城市管网领域。统筹城市地上和地下建设规划,加强城乡发展规划与城市地下公用基础设施规划特别是石油天然气管道、城镇燃气管线等规划的衔接。建立完善覆盖城市生产、生活、运营等各方面,贯穿城市运作各环节的全方位、全过程城市运行安全预防控制网络。开展城市安全风险源普查和安全风险评估,完善城市水电油气管网、桥梁隧道、排水防涝、交通、垃圾处理等基础设施建设、运行和管理标准。

7.商贸旅游领域。在节假日、旅游旺季、大型节庆活动等重要时段,汛期、极端天气、自然灾害、公共卫生疫情等重点环节,加强对人群集中、人流量大和风险系数高的企业及场所的安全提示、检查。以旅游景区、大型商场超市、大型批发集贸市场、餐饮住宿企业为重点,全面排查整治消防、疏散通道、安全出口、电梯等设施设备和锅炉、压力容器等特种设备的安全隐患,严管旅游包车、游船、缆车等游览交通工具的安全漏洞。强化水上、高空、高速、射击等高危险性游览游乐设施和项目的管理,落实人员密集场所的风险管控措施。

8.海洋渔业领域。严格执行出海作业编组生产制度和渔船安全技术标准,加强对渔业船舶检验、登记情况以及船舶通信、救生、消防、信号设施设备配备和运行情况检查。持续推进渔业安全生产“一打三整治”专项行动,联合开展海洋伏季休渔专项执法,严厉打击涉渔“三无”船舶(艇)及浮子筏,整治渔船非法载客、内河渔船在海洋生产、渔船跨区作业等严重违法违规行为,集中整治禁用渔具、非法养殖、电毒炸等顽疾。

五、保障措施

(一)加强组织领导。城市安全发展工作在市委、市政府的领导下,由市安委会负责统一组织,市安委会办公室负责具体实施,履行对各实施主体目标任务考核和检查督办等职能。市各有关部门要按照分工落实创建任务,加强协同联动,着力解决创建工作中存在的突出矛盾和问题,形成创建工作合力,努力打造全省同行业领域具有影响力的亮点特色工作,为我市创建省级安全发展示范城市做出积极贡献。各县(区)政府(功能板块管委会)要结合实际,制定本地区创建工作计划,进一步明确创建重点,细化分解创建内容,并将创建工作向乡镇(街道)、社区(村)延伸,落实落细各项任务,努力争创安全发展示范县区。

(二)强化督查评估。市安委会建立创建工作督查评估机制,把城市安全发展纳入安全生产巡查和考核考评的重要内容,定期组织各专委会、市相关部门和专家对行动计划实施进度、主要任务完成情况进行督查评估,强化创建责任落实。市安委会办公室将定期调度创建工作推进落实情况,通报点评创建工作推进落实情况,对计划不落实或落实不力的,严肃追究相关责任人的责任,确保各项创建工作各项任务顺利完成。

(三)营造良好氛围。充分利用各种媒体,深入开展形式多样、生动有效的宣传活动,鼓励引导社会化服务机构、公益组织和志愿者参与推进城市安全发展,完善信息公开、举报奖励等制度,鼓励引导社会各方面力量积极参与,切实维护市民群众对城市安全发展的知情权、监督权、参与权,不断提升全民安全观念和安全素质,形成全社会关心安全发展、关注安全发展的强大合力。

Lianyungang City's three-year action plan for promoting urban safety development (2020-2022)

In order to comprehensively build a comprehensive, all-round and systematic modern urban safety development system based on production safety, improve the ability and level of urban safety protection, effectively prevent various accidents, and promote the creation of a provincial-level safety development model city in our city (Hereinafter referred to as the creation work) was carried out effectively, and this action plan was formulated in accordance with the spirit of the "Implementation Opinions of the General Office of the Provincial Party Committee and Provincial Government on Promoting Urban Safety Development" (Su Banfa [2018] No. 53) and the actual conditions of our city.

1. Guiding ideology

Guided by Xi Jinping’s thoughts on socialism with Chinese characteristics in the new era, firmly establish the concept of safe development, promote the idea of life first and safety first, strengthen the awareness of safety red lines, adhere to systematic thinking, insist on moving forward, and strengthen security risk management and control in all links. Promote the modernization of the urban safety system and governance capabilities, effectively prevent and resolutely curb serious and serious accidents, and provide reliable urban safety guarantees for the city's "high-quality development, first-comer".

2. Basic principles

(1) Adhere to the supremacy of life and ensure that we live and work in peace and contentment. Guided by the protection and improvement of people's livelihood, we will always adhere to the insurmountable red line of development and must not sacrifice safety, strengthen the implementation of urban safety precautions, create a safe and healthy production and living environment, and minimize the occurrence of various accidents.

(2) Persist in taking a long-term effect and strengthening governance in accordance with the law. Adhere to law and order and lay a solid foundation, strengthen the awareness of the rule of law for safe production, improve the safety supervision mechanism, comprehensively improve the level of legalization of urban safety production, and accelerate the establishment of a long-term mechanism for urban safety governance.

(3) Persist in system construction and strengthen process management and control. Strengthen the safety management of urban planning, design, construction, operation and other links, strengthen safety risk management and control, strengthen the implementation of systematic safety prevention systems and measures, and strictly prevent various accidents.

(4) Persist in overall planning and promotion to promote comprehensive policy implementation. Reasonably allocate urban safety management resources, optimize the industrial structure, rely on technological innovation, and regard safety development as an important principle and content for adjusting the economic structure, transforming the economic development mode, and deepening social management. Pay attention to intrinsic safety, improve the safety awareness of the whole people, implement advanced investment, prevent and contain accidents from the source, and effectively solve the outstanding contradictions and problems affecting urban safety.

(5) Persist in striving for the first and creating excellence, reflecting the characteristics of the port city. Efforts will be made to promote urban safety source governance, urban safety prevention and control mechanism construction, urban safety supervision efficiency and urban safety guarantee capacity improvement work, problem-oriented, make up for shortcomings, solve a number of fundamental problems, and strive to create work in the province Forefront. The creation of a safe development model city is organically integrated with activities such as "safe creation", "civilized city creation", "comprehensive disaster reduction model community creation" and other activities to promote each other, and take advantage of the strength to promote the implementation of the creation tasks.

Three, create goals

(1) The overall goal.

Vigorously implement the strategy of urban safety development. By 2022, the city's urban safety development will make significant progress, and a modern urban safety guarantee system will be formed with the central urban area as the core, driving the surrounding areas, radiating counties and townships, and benefiting the people's livelihood. The urban safety governance capability will be significantly improved. Efforts will be made to become the first batch of safe development demonstration cities in the province.

(2) Specific goals.

1. Improve the ability of urban safety source governance. Taking safety as the prerequisite, rationally plan the spatial layout of urban life, production, trade, storage and other functional areas, and improve the safety evaluation and demonstration mechanism of construction projects. Improve and implement the safety and emergency facilities standard requirements in technical standards for urban high-rise buildings, large-scale commercial complexes, urban underground pipeline networks, and oil and gas long-distance pipelines, and strengthen infrastructure safety management. Accelerate the safety transformation and upgrading of key industries and improve the intrinsic safety of enterprises.

2. Improve urban safety prevention and control capabilities. Establish an urban safety risk monitoring and evaluation system, comprehensively identify urban safety risks, compile a list of urban safety risks, and clarify risk control responsibilities and prevention and control measures. Improve the hidden hazard investigation and management system, strengthen the identification and control of major hazards and the supervision of major hazards listing. Strengthen publicity and education, popularize the knowledge of safety accident prevention, avoidance, self-rescue, mutual rescue and emergency response, and improve the public's safety quality and prevention and control skills.

3. Improve the ability of urban safety supervision. In accordance with the requirements of "party and government with the same responsibility, one post with two responsibilities" and "three musts", implement the party committee and government's safety production responsibilities, revise the department's "three regulations", clarify industry supervision and territorial supervision responsibilities, improve the safety supervision system, and supervise All types of production and business units implement the responsibility system for safety production of all employees. Optimize the law enforcement mechanism in the field of production safety, enrich the law enforcement force of production safety at the grassroots level, and promote joint law enforcement.

4. Improve the ability of urban safety protection. Effectively implement the safety production liability insurance system, the safety production "blacklist" system, and the grid management mechanism to promote socialized production safety services. Strengthen the development of science and technology, strengthen the construction of all-intelligent monitoring systems and platforms in related industries and fields of urban safety operations, promote the integration of multiple systems and the open sharing of public data resources, and integrate the construction of urban public safety management platforms.

5. Improve urban emergency rescue capabilities. Establish a coordinated and interoperable urban safety emergency rescue command platform to strengthen prediction and early warning, information sharing and coordinated linkage. Improve accident emergency rescue plans, and establish a system for linking government comprehensive plans with departmental plans, enterprise plans, and community plans. Establish and improve the emergency rescue linkage mechanism, strengthen the construction of emergency rescue teams, strengthen emergency rescue plan drills, strengthen the linkage and cooperation of preventive measures such as traffic control, alertness, and evacuation under emergency conditions, and enhance emergency rescue and handling capabilities.

Four, key tasks

(1) Promote the construction of five major systems

1. Promote the construction of an early warning and monitoring system for urban safety operations. Establish a safety assurance system covering all aspects of urban operation, vigorously promote the application of Internet of Things, cloud computing, big data and other network information technology, integrate existing urban operation information systems, integrate and establish a unified comprehensive safety management information platform, and deal with major hazards and sources. Timely monitoring and monitoring of major hidden dangers, intelligent analysis, evaluation, and processing of relevant data related to city operation safety, research and judgment of city operation safety risks, and timely release of relevant monitoring warnings, guide city safety supervision, and improve the level of intelligent city safety management.

2. Promote the establishment of a joint prevention and control mechanism for major security risks. Study the establishment of a joint prevention and control mechanism for major security risks in areas and industries with adjacent locations, similar industries, and similar business formats, clarify the responsible departments and units for risk management and control, and implement major risk management and control responsibilities. Improve the safety production expert database and the expert inspection system for hidden dangers, regularly hire experts to conduct physical examinations and consultations on the management and control of major safety risks in the city, and implement acceptance assessments by third-party institutions for the remediation of major safety risks.

3. Promote the construction of a socialized service system for production safety. Incorporate production safety professional technical services into the development plan of the modern service industry, establish a government purchase of production safety services system, and clarify the list of services. With dual prevention mechanisms and standardization as the core, foster diversified safety production service entities, and encourage small, medium and micro enterprises to purchase and use safety production management and technical services in an order-based and collaborative manner. Strengthen the industry self-discipline and supervision and management of the main body of production safety technology services, and strictly investigate and deal with violations of laws and regulations.

4. Promote the formation of a large-scale publicity and education pattern for production safety. Integrate publicity and education resources, strengthen the safety awareness of the whole people, promote the construction of safety culture, and carry out the "seven advances" activities of safe production and emergency avoidance knowledge into enterprises, schools, communities, offices, rural areas, families, and public places. Incorporate the popularization of safety knowledge into national education, establish and improve safety education in primary and secondary schools and occupational safety education systems in high-risk industries, and encourage voluntary services for safe production and charity.

5. Promote the construction of an efficient emergency rescue command platform. Establish a unified and efficient urban safety emergency rescue command platform, complete and improve the urban emergency rescue information sharing mechanism, multi-department collaborative early warning release and emergency response handling mechanisms. Fully promote the construction of a national emergency rescue base for hazardous chemicals in Xuwei New District and improve its functional positioning. Strengthen the construction of professional rescue forces in various industries and fields in cities, strengthen emergency rescue equipment and material reserve guarantee work, and establish and perfect emergency shelters. Improve the urban safety emergency rescue plan, strengthen urban safety emergency rescue drills, strengthen the organization and coordination and emergency linkage among key departments, so as to achieve rapid emergency rescue response, effective command, and efficient rescue.

(2) Focus on governance in eight key areas

Give full play to the guiding and coordinating role of the municipal special committees in the creation work, clarify the creation goals and tasks of key industries in accordance with the division of responsibilities, and carry out in-depth security risk identification and assessment, hierarchical management and control, and hidden danger investigation and management, and focus on key areas and priorities Positions and key links, implement civil defense, physical defense, and technical defense for major safety risks and major accidents to achieve the purpose of avoiding, reducing, monitoring and controlling risks, and realizing the continuous improvement of "self-inspection and self-revision of hidden dangers, and self-control of risks". Mechanism to prevent the occurrence of major accidents.

1. The field of hazardous chemicals. Coordinate and optimize the industrial layout, and fully implement the relocation project of hazardous chemical production enterprises involving densely populated areas and areas that are included in the restricted and withdrawn from the planning. Build a big data platform for the prevention of hazardous chemicals safety risks, comprehensively eliminate the safety risks of the entire chain of hazardous chemicals, and establish a database of hazardous chemicals safety risks. In the production and storage devices of hazardous chemicals, especially in major hazard sources and key supervision and dangerous process installations, comprehensively install and improve automated safety control systems. Comparing with the judging standards for the hidden dangers of major production safety accidents in the field of hazardous chemicals, strengthen the investigation and management of hidden dangers, and improve the safety risk management and control capabilities of high-risk industries.

2. Road traffic field. Improve road traffic safety facilities, implement safety and life protection projects for highways, county and township roads, sharp bends and steep slopes, and dangerous roads near water and cliffs, and strengthen safety and life protection projects for general national and provincial highways passing passenger lines and concentrated student vehicles. Construction and strengthening the governance of highway over-limit and overloading illegal acts. Mandatory long-distance passenger vehicles, tourist buses, dangerous goods transport vehicles and ships to install intelligent video monitoring and alarm, anti-collision and complete vehicle and ship safety operation supervision technology and equipment, and accelerate the transformation and upgrading of safety technology and equipment.

3. Construction field. Strengthen the implementation of the main responsibilities of construction general contracting, design, construction, construction, supervision and other parties, strictly enforce safety education and training of operators and safety technical disclosures, and severely crack down on illegal construction such as unapproved construction, unqualified contracting, subcontracting, subcontracting, and affiliates. During construction activities, we will seriously investigate and punish the unlicensed employment and the disengagement of key positions, and focus on rectifying the improper installation of tall formwork supports, inadequate support of deep foundation pits, and illegal installation and disassembly of cranes, etc., and strengthen municipal management. The construction management and control of major municipal projects such as the network and underground comprehensive pipe gallery shall focus on minimizing construction risks.

4. The field of fire safety.
