《灾害管理法》。2015年6月,柬埔寨立法机关通过了《灾害管理法》。这一灾害管理法律框架规定了法定的职责和义务,建立了机构,并且针对如何在不同机构之间分配资源,更好地促进机构之间的合作提供了指导。在规制灾害管理方面,《灾害管理法》有三个既定目标,分别是(1)灾害预防、适应和缓解;(2)灾中的应急响应;(3)灾后恢复和重建。

《东盟灾害管理和应急响应协议》。该协议包含与识别、监控和早期预警灾害风险、预防和减灾、防灾备灾和应急响应、灾后恢复、技术合作与研究、协调机制以及简化海关和移民程序相关的条款。该区域性法律协定将东盟成员国绑定在一起,共同促进区域内减灾合作,增强区域内灾害应急响应共同行动。1999年,柬埔寨成为东盟成员国。

《仙台减灾框架》。2015~2030《年仙台减灾框架》,确定了包括到2030年大幅降低灾害死亡率、减少全球受灾人数及直接经济损失等全球性七大目标和四项优先行动事项,呼吁全球各国加大减灾投入力度,加强能力建设,减少自然灾害带来的损失。

Disaster management act. In June 2015, the Cambodian legislature passed the disaster management law. This legal framework for disaster management stipulates statutory responsibilities and obligations, establishes institutions, and provides guidance on how to allocate resources among different institutions and better promote cooperation among institutions. In terms of regulating disaster management, the disaster management law has three established objectives, namely (1) disaster prevention, adaptation and mitigation; (2) emergency response in disasters; and (3) post disaster recovery and reconstruction.
ASEAN agreement on disaster management and emergency response. The agreement contains provisions relating to the identification, monitoring and early warning of disaster risks, prevention and mitigation, disaster preparedness and emergency response, post disaster recovery, technical cooperation and research, coordination mechanisms and the simplification of customs and immigration procedures. The regional legal agreement binds ASEAN Member States together to jointly promote regional cooperation in disaster reduction and enhance joint action in disaster emergency response in the region. In 1999, Cambodia became a member of ASEAN.
Sendai framework for disaster reduction. The Sendai framework for disaster reduction 2015-2030 identified seven global goals and four priorities for action, including significantly reducing disaster mortality, reducing the number of people affected by disasters and direct economic losses by 2030, and called on countries around the world to increase investment in disaster reduction, strengthen capacity-building and reduce losses caused by natural disasters.
