泰国鼓励国家和省级机关制定灾害管理规划和相应的实施规划演习的预算。根据可持续发展目标、2015~2030年仙台减灾框架和巴黎协定,从国家到地方各级的所有职能部委和相关机构都在按照国家灾害风险管理计划2015和全球框架,实施其各自的灾害风险管理计划。

泰国很多机构有灾害风险管理的职责和功能。内政部防灾减灾司、泰国国家安全委员会执行局、国家灾害预警中心都有关于灾害和应急管理的具体的、单独的计划。每一个单独的计划都是国家计划的一部分,国家灾害预警中心是防灾减灾司的下属部门。

泰国的主要灾害管理计划和法案如下:

《2007年防灾减灾法》。防灾减灾法是泰国最重要的灾害管理立法文件,在其指导下,国家防灾减灾计划2010~2014实施,而该计划又和国防部的国家保护计划一起,组成了泰国的国家备灾政策。其主要原则包括:1)确定灾害的广义定义,包括自然或人为引起的任何突发事件;2)强调备灾和减灾;3)指定职责和任务,围绕防灾减灾司和国家防灾减灾委员会建立灾害管理结构;3)通过问责程序将责任下放和移交给地方一级。

国家防灾减灾计划2010~2014国家防灾减灾计划2010~2014是泰国主要的国家灾害管理计划,该计划着眼于减轻灾害风险和生命财产损失,为政府和非政府机构的灾前、灾中和灾后管理活动提供了指导方针。该计划旨在为各机构在灾害管理周期的所有阶段安排业务和备灾程序。其目标还包括加强参与灾害准备、预防、应对和减轻及恢复机构的能力建设。国家灾害管理计划规定了各行为体和各级治理的程序和责任,包括从交通事故到海啸的所有潜在灾害。在《2007防灾减灾法》的指导下,泰国还制定了省区级防灾减灾计划、曼芭提雅市防灾减灾计划和曼谷市防灾减灾计划。

Thailand encourages national and provincial authorities to formulate disaster management plans and corresponding budgets for the implementation of planning exercises. In accordance with the sustainable development goals, the Sendai framework for disaster reduction 2015-2030 and the Paris Agreement, all line ministries and relevant institutions at the national to local levels are implementing their respective disaster risk management plans in accordance with the national disaster risk management plan 2015 and the global framework.
Many institutions in Thailand have the responsibilities and functions of disaster risk management. The Department of disaster prevention and reduction of the Ministry of the interior, the Executive Bureau of the National Security Council of Thailand and the national disaster early warning center all have specific and separate plans for disaster and emergency management. Each individual plan is part of the national plan, and the national disaster early warning center is a subordinate department of the Department of disaster prevention and reduction.
Thailand's main disaster management plans and acts are as follows:
Disaster prevention and mitigation Act 2007. The law on disaster prevention and reduction is the most important legislative document on disaster management in Thailand. Under its guidance, the national plan for disaster prevention and reduction was implemented from 2010 to 2014, which, together with the national protection plan of the Ministry of national defense, formed Thailand's national disaster preparedness policy. Its main principles include: 1) determine the broad definition of disaster, including any emergencies caused by nature or man-made; 2) Emphasis on disaster preparedness and mitigation; 3) Designate responsibilities and tasks and establish disaster management structures around the Department of disaster prevention and reduction and the National Commission for disaster prevention and reduction; 3) Decentralization and transfer of responsibilities to the local level through accountability procedures.
National plan for disaster prevention and reduction 2010-2014. The national disaster prevention and reduction plan 2010-2014 is the main national disaster management plan in Thailand. The plan focuses on reducing disaster risk and loss of life and property, and provides guidelines for pre disaster, during and after disaster management activities of government and non-governmental organizations. The plan aims to organize operational and preparedness procedures for agencies at all stages of the disaster management cycle. Its objectives also include strengthening the capacity-building of institutions involved in disaster preparedness, prevention, response, mitigation and recovery. The national disaster management plan sets out the procedures and responsibilities of various actors and levels of governance, including all potential disasters, from traffic accidents to tsunamis. Under the guidance of the 2007 law on disaster prevention and reduction, Thailand has also formulated provincial and regional disaster prevention and reduction plans, manbatiya disaster prevention and reduction plans and Bangkok disaster prevention and reduction plans.
2015 national disaster risk management plan. The national plan was adopted by the cabinet on March 31, 2015. All relevant institutions must take this plan as a national action guide to systematically and integrally implement disaster risk management activities in the same direction. The plan is Thailand's main disaster management plan, focusing on disaster risk reduction and loss of life and property. The plan provides structural guidance for agencies' actions and disaster preparedness processes at all stages of the disaster management cycle, and provides guidelines for pre disaster, disaster and post disaster management activities of government and non-governmental agencies.
