8月11日，国务院安委办、应急管理部召开安全发展示范城市创建工作第二次视频推进会议。国务院安委办副主任、应急管理部副部长孙华山出席会议并讲话。

会议强调，各地区要认真贯彻落实习近平总书记关于安全生产重要论述和指示批示精神，要坚持以人民为中心的发展思想和“人民至上、生命至上”，进一步提高政治站位，结合推动“十四五”时期经济社会发展的新要求，全面把握当前城市安全工作的新形势新任务，切实履职尽责，打好城市安全风险防控的主动仗。

会议指出，目前我国城市的安全基础还十分薄弱，仍然存在城市安全风险管控能力不足、科技应用手段缺乏等突出问题。各地区要制定合理规划目标，把安全发展示范城市创建工作全面融入城市安全管理中，补短板强弱项，不断提高城市安全风险防范能力。

会议要求，各地区要始终把风险防控作为城市安全工作主线，加快城市安全管理创新，切实做好“1+3+1”重点工作。要突破传统的部门分散管理模式，加快建立统一指挥和统一协调的城市安全管理平台。要突破传统的政府一元主导模式，加强政府主导作用，发挥市场主体作用和第三方咨询作用，建立多元化的共治格局。要突破传统的事后处置模式，建立城市风险辨识评估等主动化的风险管理制度，提升风险防控保障能力。要突破传统的“就安全谋划安全”模式，建立源头化的安全治理方法。要突破传统的粗放管理手段，强化信息化监管手段应用，打通数据孤岛，建立精细化的管理体系。

会上，广州市、北京市通州区、杭州市、洛阳市人民政府负责人作了交流发言。

The meeting pointed out that at present, the safety foundation of China's cities is still very weak, and there are still prominent problems such as insufficient urban safety risk control capacity and lack of scientific and technological application means. All regions should formulate reasonable planning objectives, fully integrate the creation of safe development demonstration cities into urban safety management, make up for weaknesses, strengths and weaknesses, and constantly improve the ability of urban safety risk prevention.
The meeting required that all regions should always take risk prevention and control as the main line of urban safety work, accelerate the innovation of urban safety management, and earnestly do a good job in the "1 + 3 + 1" key work. We should break through the traditional decentralized management mode and speed up the establishment of a unified command and coordinated urban safety management platform. We should break through the traditional unitary leading model of the government, strengthen the leading role of the government, give play to the main role of the market and the role of third-party consultation, and establish a diversified co governance pattern. We should break through the traditional post disposal mode, establish active risk management systems such as urban risk identification and evaluation, and improve the ability of risk prevention and control.
