国务院安委办、应急管理部召开国家安全发展示范城市创建工作视频推进会

7月8日下午，国务院安委办、应急管理部召开国家安全发展示范城市创建工作视频推进会议。国务院安委办副主任、应急管理部副部长孙华山出席会议并讲话。

会议指出，各地区要认真贯彻落实习近平总书记关于安全生产的重要论述和指示批示精神，坚决落实党中央、国务院关于城市安全工作决策部署，深刻认识做好城市安全管理工作的重大意义，牢固树立安全发展理念，弘扬生命至上、安全第一的思想，以安全发展示范城市创建为契机，提高城市运行安全管理精细化水平，防范“认不清、想不到、管不到”的风险隐患，全面提高城市安全保障水平。

会议强调，各地区要在科技、管理、文化三个维度做好“1+3+1”的重点工作，即建设1个安全监测预警平台，实现信息化实时感知、智能化快速预警、自动化及时处置；构建3个全过程管理环节，做到合理规划布局、主动风险管理、高效应急处置；打造1个安全文化体系，做到安全理念牢固、安全氛围浓厚、安全行为自觉。

会议要求，各地区要进一步强化组织保障，发挥好统筹领导作用，积极做好部门协调和任务分工，充分调动各部门、各方面的创建积极性。要健全目标责任机制，对标国家标准，将各项创建指标明确分工，责任到单位、责任到人，加强督促指导与考核激励。要加大宣传力度，围绕示范创建的目标任务，精心组织策划，广泛宣传先进典型，营造“人人参与创建，共促安全发展”的良好氛围。

会上，上海市及浦东新区、黄浦区，成都市、合肥市人民政府及相关部门负责人作了交流发言。

The meeting stressed that all regions should do a good job in the key work of "1 + 3 + 1" in the three dimensions of science and technology, management and culture, that is, build a safety monitoring and early warning platform to realize real-time information perception, intelligent rapid early warning and automatic and timely disposal; Build three whole process management links to achieve reasonable planning and layout, active risk management and efficient emergency disposal; Create a safety culture system to ensure a solid safety concept, strong safety atmosphere and conscious safety behavior.
The meeting called on all regions to further strengthen organizational guarantee, give full play to the role of overall planning and leadership, actively do a good job in departmental coordination and task division, and fully mobilize the initiative of all departments and all aspects. We should improve the target responsibility mechanism, benchmark national standards, clarify the division of labor of various creation indicators, assign responsibilities to units and people, and strengthen supervision, guidance, assessment and incentive. We should strengthen publicity, carefully organize and plan around the objectives and tasks of demonstration creation, widely publicize advanced models, and create a good atmosphere of "everyone participating in creation and promoting safe development".
