9月17日，国务院安委办、应急管理部召开安全发展示范城市创建工作第三次视频推进会议。国务院安委办副主任、应急管理部副部长孙华山出席会议并讲话。

会议指出，各地区要按照安全发展示范城市创建工作主线，从科技、管理、文化三个维度做好“1+3+1”的城市安全重点工作，着力从安全理念、安全制度、安全环境和安全行为四个层次打造好城市安全文化体系，切实发挥文化引领作用，推动群众增强安全意识、掌握安全知识、培育安全习惯。

会议强调，各地区在城市安全文化培育过程中，要注重全方位贯穿和深层次融合。要坚持舆论宣传、不断树牢安全发展理念，坚持教育引导、不断提高群众安全技能，坚持制度保障、注重强化刚性约束，坚持实践养成、推动做到行为自觉。

会议要求，要以“咬定青山不放松”的韧劲，毫不松懈地推进安全发展示范城市创建工作。各地区要坚持以人民为中心的发展思想和“人民至上、生命至上”理念，深化思想认识，提高政治站位，打好统筹发展与安全的战略主动仗；要突出问题导向，找准影响城市安全的“老大难”问题，制定明确整改方案、时间节点、责任单位，完善制度、落实责任，形成城市安全管理长效机制；要结合城市特色，及时总结创新举措和鲜活经验，为其他城市提供示范典型；要强化组织保障，不断健全完善责任落实机制、一线推进机制和调度督导机制，扎实推动示范创建各项工作落实落地。

会上，南京市、深圳市、沈阳市、烟台市、常德市人民政府负责人作了交流发言。
