由缅甸内政部副部长丹莱（Than Hlaing）中将率领的缅甸代表团赴柬埔寨出席了2022年3月1日至4日在金边举行的第40届东盟国家警察首长会议（40th ASEANAPOL Conference），本次会议有东盟十国的警察首长代表团及9个对话伙伴（中国、日本、韩国、澳大利亚、新西兰、俄罗斯、国际刑警组织、英国犯罪局）及4个观察员（法国、加拿大、FBI和IACP）等共计250人参加。
会议就跨国犯罪和部分非传统犯罪进行经验交流，重点讨论了贩毒、非法活动、恐怖主义、非法武器贩运、贩卖人口、野生动物犯罪、海上犯罪等跨国犯罪，此外还讨论了贸易犯罪、银行和信用卡欺诈、技术犯罪、伪造旅行证件等犯罪。
会议期间包括丹莱中将在内的东盟十国警察首长还参观了和平宫，并拜会柬埔寨首相洪森，会议结束后缅甸代表团于3月6日19点20分回到仰光。
丹莱中将在2021年2月1日缅军发动军事政变第二天被任命为内政部副部长兼缅甸警察总长，此外还兼任负责缅军内比都军区的第六特战局局长一职，他的哥哥民主活动家梭莫莱（Soe Moe Hlaing）在同年5月下旬被拘留期间折磨致死，据称命令就来自丹莱中将本人。因丹莱中将心狠手辣，2021年10月缅军在缅甸西北部发起旨在消灭民间抵抗武装的“阿奴律陀”大规模军事行动后，丹莱中将被派往前线坐镇指挥，后因缅军节节挫败于2022年2月被撤销了“阿奴律陀”行动的指挥职务，但其余职务不变。
A Myanmar delegation led by Lieutenant General Than Hlaing, Deputy Minister of Home Affairs of Myanmar, went to Cambodia to attend the 40th ASEANAPOL Conference held in Phnom Penh from 1 to 4 March 2022. The meeting was attended by a delegation of police chiefs from 10 ASEAN countries, 9 dialogue partners (China, Japan, South Korea, Australia, New Zealand, Russia, Interpol, British Crime Agency) and 4 observers (France, Canada, FBI and IACP).
The conference exchanged experiences on transnational crimes and some non-traditional crimes, focusing on transnational crimes such as drug trafficking, illegal activities, terrorism, illegal arms trafficking, human trafficking, wildlife crime and maritime crime, as well as trade crimes, bank and credit card fraud, technological crimes and forgery of travel documents.
During the meeting, the 10 ASEAN police chiefs, including Lieutenant General Than Hlaing, also visited the Peace Palace and called on Cambodian Prime Minister Hun Sen. After the meeting, the Myanmar delegation returned to Yangon at 19:20 on March 6.
Lieutenant General Dan Lai was appointed Deputy Minister of Home Affairs and Chief of Myanmar Police on February 1, 2021, the day after the military coup launched by the Burmese Army. In addition, he also served as Director of the Sixth Special Operations Bureau in charge of the Naypyidaw Military District of the Burmese Army. His brother, Soe Moe Hlaing, a democratic activist, was tortured to death in detention in late May of the same year. It is said that the order came from Lieutenant General Dan Lai himself.In October 2021, after the Burmese army launched a large-scale military operation "Anuruddha" in northwestern Myanmar aimed at eliminating the civilian resistance forces, Lieutenant General Dan Lai was sent to the front line to command. Later, in February 2022, he was removed from the command post of "Anuruddha" operation due to the successive defeats of the Burmese army, but the rest of his posts remained unchanged.
