（人民报）联合国开发计划署驻越南办事处与越南计划与投资部3与11日下午在河内联合举行研讨会，公布越南气候公共支出与制度评估报告。
气候公共支出与制度评估报告由越南农业与农村发展部、自然资源与环境部、交通运输部、工贸部、建设部、科学与技术部等6个部门以及28个省市和1个中央直辖市——芹苴市联合开展。
报告指出，各部委气候预算的70%以上和各省份气候预算的90%以上用于适应气候变化。这符合于政府在2016年至2020 年阶段公共预算支出计划中的优先事项。
气候公共支出与制度评估报告的分析结果可以为应对气候变化的各项任务、项目和活动寻找更多的赞助来源。
在研讨会上，与会代表就调动新的财政资源方面的挑战和机遇，预算分配和支出有效方案、预算分配结果监督以及提高应对气候变化投资效率等问题展开讨论。（完）

(People's Daily) The United Nations Development Programme Office in Vietnam and the Ministry of Planning and Investment of Vietnam jointly held a seminar in Hanoi on the afternoon of March 11 to publish an assessment report on Vietnam's climate public expenditure and system.
The assessment report on climate public expenditure and system was jointly carried out by six departments of Vietnam, including the Ministry of Agriculture and Rural Development, the Ministry of Natural Resources and Environment, the Ministry of Transport and Communications, the Department of Industry and Trade, the Department of Construction, and the Department of Science and Technology, as well as 28 provinces and municipalities and one municipality directly under the Central Government-Can Tho City.
The report notes that more than 70% of ministries' climate budgets and more than 90% of provinces' climate budgets are devoted to adaptation. This is in line with the Government's priorities in the public budget expenditure plan for the period 2016 to 2020.
The analysis results of the assessment report on climate public expenditure and institutions can find more sources of sponsorship for various tasks, projects and activities to address climate change.
At the workshop, participants discussed challenges and opportunities in mobilizing new financial resources, effective budget allocation and expenditure programmes, monitoring the results of budget allocation, and improving the efficiency of climate change investment.
