Standby Arrangements and Standard Operating Procedures and Joint Disaster Relief and Emergency Operations Coordination. At the 11th ASEAN Committee on Disaster Management, the Committee adopted the Regional Standby Arrangement and Standard Operating Procedures for the Coordination of Joint Disaster Relief and Emergency Operations. The Standby Arrangements and Standard Operating Procedures were developed in response to the relevant requirements of the ASEAN Agreement on Disaster Management and Emergency Response to establish the ASEAN Standby Arrangements for Disaster Relief and Emergency Response.The Standby Arrangements and Standard Operating Procedures include guidance on the composition and activation of the ASEAN Coordinating Centre for Humanitarian Assistance on Disaster Management. These standby arrangements will identify and earmark relief assets and capabilities that can be used to support disaster relief and emergency response efforts after a disaster.
In general, the above-mentioned ASEAN Agreement on Disaster Management and Emergency Response establishes two levels of action for member countries. First, efforts have been made to build regional disaster preparedness and response capacity in accordance with the collaborative document on regional standby arrangements and standard operating procedures for the coordination of joint disaster relief and emergency operations. Second, support member governments and their national disaster management organizations in improving disaster risk management systems before, during and after disasters.
Of all ASEAN documents on disaster management and emergency response, the Standby Arrangements and Standard Operating Procedures is the one that sets out the specific way forward for member countries and consists of four key elements:
Guidelines and templates for the activation and establishment of ASEAN standby arrangements for disaster relief and emergency response
Joint Disaster Relief and Emergency Operations Procedure
Procedures for the promotion and use of military and civilian capabilities
Methodology to test the effectiveness of the Standby Arrangements and Standard Operating Procedures through the conduct of regular ASEAN Regional Disaster Emergency Response Simulation Exercise
In addition, the Standby Arrangements and Standard Operating Procedures adequately describe the role of the ASEAN Coordinating Centre for Humanitarian Assistance on Disaster Management by establishing a national point of contact as a single point of contact for each member country and incorporating the requirement for formal designation of a competent authority. The national focal points operate 24 hours a day, 7 days a week, receiving and relaying initial disaster reports and situation updates between the ASEAN Coordinating Centre for Humanitarian Assistance on Disaster Management, the national focal points and other organizations and agencies.
