近日，应急管理部、国家发展改革委联合印发《“十四五”应急管理部门和矿山安全监察机构安全生产监管监察能力建设规划》（以下简称《规划》），对“十四五”时期安全生产监管监察能力建设作出全面部署。
《规划》坚持以习近平新时代中国特色社会主义思想为指导，全面贯彻落实党的十九大和十九届历次全会精神，紧紧围绕统筹推进“五位一体”总体布局和协调推进“四个全面”战略布局，坚持人民至上、生命至上，立足新发展阶段，完整、准确、全面贯彻新发展理念，以“精准治理、风险管控”为主题，以“推进安全生产治理体系和治理能力现代化”为主线，以完善机制、创新方式、提升效能为基本途径，以防范化解重大安全风险、坚决遏制重特大事故发生为主攻方向，全面提高执法监督、监测预警、应急处置、多元保障和科技支撑等能力，促进安全生产形势持续好转并逐步实现稳定可控，为经济社会高质量发展提供坚实保障。
《规划》确定了“统筹谋划、系统治理，精准施策、多点突破，整合资源、高效建设，改革引领、创新驱动”的基本原则，提出到2025年，安全生产治理体系和治理能力现代化建设取得重大进展，监管监察执法体制机制更加完善，监管监察执法、风险监测预警、应急救援指挥、科学技术支撑水平显著提升，防范、应对、处置重特大事故的底气和能力明显增强，重特大事故得到有效遏制，事故总量进一步降低，有力促进安全生产形势趋稳向好。
《规划》部署了完善科学协同的监管监察机制、优化精准高效的依法行政方式、锻造素质过硬的专业骨干队伍、锚固系统配套的多元保障基底、培育先进智能的科技支撑体系等5方面重点任务，明确实施执法基础保障、智慧监管监察、事故应急处置、综合支撑创新等4大类19项重点工程，要求从加强组织领导、加大资金投入、强化监督评估等三方面保障实施，确保目标任务落到实处。

We will comprehensively improve our capacity for law enforcement oversight, monitoring and early warning, emergency response, diversified support, and scientific and technological support, so as to ensure that work safety continues to improve and gradually becomes stable and controllable, and provide a solid guarantee for high-quality economic and social development.
The plan defines the basic principles of "overall planning, systematic governance, targeted implementation, multi-point breakthroughs, integration of resources, efficient construction, reform and innovation-driven development." It proposes that by 2025, major progress will be made in modernization of work safety governance system and capacity, and supervision, supervision and law enforcement systems and mechanisms will be improved. The level of supervision, supervision, law enforcement, risk monitoring and early warning, emergency and rescue command, and scientific and technological support has been significantly improved; our confidence and ability to prevent, respond to, and deal with major accidents has been significantly enhanced; major accidents have been effectively contained, and the total number of accidents has been further reduced, thus effectively promoting the steady improvement of work safety.
The Plan has deployed five key tasks, including improving scientific and collaborative supervision mechanism, optimizing precise and efficient administration according to law, forging professional backbone team with excellent quality, diversified guarantee base supporting anchorage system, and cultivating advanced intelligent science and technology support system. We identified 19 key projects in four categories, including basic support for law enforcement, smart oversight and supervision, emergency response to accidents, and comprehensive support and innovation, and required them to be implemented through strengthening organizational leadership, increasing financial input, and strengthening oversight and evaluation to ensure that the targets and tasks are fulfilled.
