东盟及其东亚峰会框架下的伙伴均高度评价以东盟为核心的东亚峰会的重要作用。同时,各国一致同意在2020年达成的《河内宣言》和东亚峰会的基础性文件等的基础上,进一步增强东亚峰会的战略价值和适应能力,以有效应对新形势下的新挑战。各国注意到过去一段时间东亚峰会合作取得的进展,一致同意致力于《2018-2022年东亚峰会行动计划》的开展落实,并加快完成《2023-2027 年东亚峰会行动计划》的起草工作。
各国强调海洋对每个国家发展空间的战略意义,并敦促有关各方协调配合,确保东海和平、稳定、航行和飞越安全,努力将东海建设成为和平、友好与合作之海,保持克制避免加剧紧张局势和使局势复杂化的活动,不进行军事化,不使用武力或以武力相威胁,在包括1982年《联合国海洋法公约》(UNCLOS)在内的国际法基础上以和平方式解决争端,敦促东盟与中国全面有效落实《东海各方行为宣言》(DOC),成功制定有效且符合UNCLOS等国际法的“东海行为准则”(COC)。
东盟高官会越南代表团代理团长武胡大使在会议上发言时建议,东亚峰会伙伴以其潜力和优势进一步加强与东盟的协调配合力度,携手应对疫情、促进复苏,确保该区域的公平和可持续发展。
在当前困难背景下,武胡建议进一步提升东亚峰会的战略作用,促进对话与合作,增进信任和相互理解、平等相待、相互尊重,管控分歧、减少分歧、促进与大国关系走向稳定,不影响地区共同发展目标,促进地区乃至世界和平、安全与稳定。
大使在会议上再次强调了东盟在东海问题上的原则立场,即促进对话与合作,建立信任,维护国际法,保持克制,不进行军事化,以和平方式解决争端和分歧,全面有效落实《东海各方行为宣言》,尽快敲定符合UNCLOS且行之有效的“东海行为准则”,为将东海建设成为和平、合作与发展的海域做出贡献。
2022年东亚峰会主席柬埔寨宣布将分别于2022年8月和11月在金边以线下形式举办东亚峰会外长会议和第十七届东亚峰会。(完)

Asean and its partners within the FRAMEWORK of the EAST Asia Summit speak highly of the important role of the EAS with ASEAN at its core. At the same time, all countries agreed to further enhance the strategic value and adaptive capacity of the EAS on the basis of the Hanoi Declaration and the eas basic documents in 2020, so as to effectively respond to new challenges under the new circumstances. Noting the progress made in EAS cooperation over the past few days, the countries agreed to commit to the implementation of the 2018-2022 EAS Action Plan and speed up the drafting of the 2023-2027 EAS Action Plan.

In his speech at the MEETING, Ambassador Vu Hoh, acting Head of the Vietnamese delegation to the ASEAN Senior Officials' Meeting, suggested that EAS partners use their potential and advantages to further strengthen coordination and cooperation with ASEAN to jointly respond to the epidemic, promote recovery and ensure equitable and sustainable development in the region.

Cambodia has announced that it will host the EAS Foreign Ministers' Meeting and the 17th EAS in Phnom Penh in August and November 2022, respectively.
