(人民报)据越通社驻雅加达记者报道,3月20日晚,各国议会联盟第144 届大会(IPU-144)及相关会议在印尼巴厘岛努沙杜瓦(巴厘岛国际会议中心)正式拉开帷幕,包括68位国会主席和副主席在内的132个国家代表出席会议。

越南国会对外委员会主任武海河率领越南国会代表团出席全体会议、研讨会、讨论会以及主题为“面向净零排放——倡导议会采取行动应对气候变化”的IPU-144框架内的其他相关活动。

印度尼西亚总统佐科·维多多(Joko Widodo)盘点国际社会正需面临的挑战,认为若各国政府和国会不及时制定应对政策,气候变化将是一种“可怕的挑战”。

佐科·维多多先生强调,阻止气候变化是十分艰难的,他认为世界须调集更多资金投入应对气候变化、新能源、可再生能源和转让能源。

在此精神上,他希望IPU各成员国议会与政府配合出台相应决定和切实行动并促进其落地见效。

自3月20日至24日举行的IPU-144就各国议会为减轻气候紧急状态带来的影响及实施《巴黎协定》须采取的切实行动,利用后疫情时代复苏阶段加快绿色转型进度,同时确保满足妇女和青年等高危人群的需求等内容进行讨论。

参会代表还专注讨论世界和平与安全问题,预计通过关于“重新思考和加以调整促进持久和平进程解决方案”的决议,其中重申IPU为解决国际争端的核心对话原则。

IPU于1889年成立,总部设在瑞士,是世界上最悠久的多变组织之一。目前IPU共有178个成员议会和14个区域议会组织,其宗旨为促进民主和帮助议会变得更强大、更年轻、更丰富、议员性别比例更加均衡。(完)

(People's Daily) - The 144th Inter-Parliamentary Union Assembly (IPU-144) and related meetings were officially opened in the evening of March 20 in Nusa Dua, Bali (Bali International Convention Center), Indonesia, with the participation of representatives of 132 countries, including 68 presidents and vice-presidents of the National Assembly, according to a Viet Nam News Agency correspondent in Jakarta.

Vu Hai Ha, Director of the Foreign Affairs Committee of the National Assembly of Vietnam, led the Vietnamese National Assembly delegation to attend the plenary sessions, workshops, seminars and other related activities within the framework of IPU-144 with the theme "Towards Net Zero Emissions - Advocating Parliamentary Action on Climate Change". The event was organized by the National Assembly of Vietnam.

Indonesian President Joko Widodo took stock of the challenges that the international community is facing, saying that climate change will be a "terrible challenge" if governments and parliaments do not develop timely policies to address it.

Mr. Joko Widodo stressed that it is very difficult to stop climate change and he believes that the world needs to mobilize more funds to fight climate change, new and renewable energy sources and energy transfer.

In this spirit, he expressed his hope that IPU member parliaments will work with their governments to come up with decisions and practical actions and promote their implementation.

IPU-144, held from March 20 to 24, discussed practical actions to be taken by parliaments to mitigate the impact of the climate emergency and implement the Paris Agreement, to take advantage of the post-epidemic recovery phase to accelerate the green transition, and to ensure that the needs of high-risk groups such as women and youth are met.

Delegates will also focus on world peace and security, and are expected to adopt a resolution on "Rethinking and Adapting Solutions for Durable Peace Processes," which reaffirms the IPU as a core principle of dialogue for international dispute resolution.

Founded in 1889 and headquartered in Switzerland, IPU is one of the world's oldest and most versatile organizations. The IPU currently has 178 member parliaments and 14 regional parliamentary organizations, and its purpose is to promote democracy and help parliaments become stronger, younger, richer, and more gender-balanced.
