9月24日，国务院安委会办公室在安徽合肥召开城市安全风险监测预警工作现场推进会，深入学习贯彻习近平总书记重要指示精神，总结交流推广城市安全工作经验做法，部署推进城市安全风险监测预警工作。国务院安委办副主任、应急管理部副部长宋元明出席会议并讲话，安徽省委常委、常务副省长邓向阳出席会议并致辞。
会议指出，各地区高度重视城市安全工作，积极开展安全发展示范城市创建，城市安全工作取得了积极进展。但是，城市安全形势依然复杂严峻，必须坚持系统思维，树牢安全红线意识，完善安全责任体系，强化“科技兴安”，加强安全生产法治建设，综合治理、统筹推进，全面提升城市安全发展水平。
会议强调，城市安全风险监测预警是城市安全治理体系和能力现代化的重要标志。要坚持规划引领，分两阶段在城市生命线工程、公共安全、生产安全、自然灾害防治四个板块建设城市安全风险综合监测预警平台。要具备“能监测、会预警、快处置”三个功能，确保监测预警系统为城市安全而建，为城市安全而用。要找准突出风险点，高危先建、急用先建，着力化解与群众生命安全息息相关的突出风险。要坚持探索创新，因地制宜开展监测预警工作建设试点，以点带面提升城市安全风险防范能力。
与会人员现场观摩了合肥市城市生命线工程安全运行监测系统，合肥、南京、成都、佛山、上海黄浦5个市（区）政府主要负责人在会上做了经验交流。应急管理部有关司局和单位，各省级安委办、应急管理部门，18个试点城市（区）政府、应急管理局负责人等参加会议。

The meeting pointed out that all regions attach great importance to urban safety, actively carry out the establishment of safe development demonstration cities, and positive progress has been made in urban safety. However, the urban safety situation is still complex and severe. We must adhere to systematic thinking, establish a strong awareness of the safety red line, improve the safety responsibility system, strengthen the "rejuvenating safety through science and technology", strengthen the construction of the rule of law in work safety, comprehensively manage and promote it as a whole, and comprehensively improve the level of urban safety development.
The meeting stressed that urban safety risk monitoring and early warning is an important symbol of the modernization of urban safety governance system and capacity. We should adhere to the guidance of planning and build a comprehensive urban safety risk monitoring and early warning platform in four parts: urban lifeline project, public safety, production safety and natural disaster prevention and control in two stages. It should have three functions of "monitoring, early warning and quick disposal", so as to ensure that the monitoring and early warning system is built and used for urban safety. We should identify the prominent risk points, build high-risk projects first and urgent needs first, and strive to resolve the prominent risks closely related to the safety of people's lives. We should adhere to exploration and innovation, carry out pilot construction of monitoring and early warning according to local conditions, and improve the ability of urban safety risk prevention from point to area.
The participants observed the safety operation monitoring system of Hefei urban lifeline project, including Hefei, Nanjing, Chengdu, Foshan The main principals of five municipal (District) governments in Huangpu, Shanghai exchanged experience at the meeting. The heads of relevant departments, bureaus and units of the emergency management department, provincial safety committee offices and emergency management departments, 18 pilot city (District) governments and emergency management bureaus attended the meeting.
