菲律宾总统府6月7日宣布，政府决定再次放宽防疫限制措施，允许处于防疫1级警戒地区的所有工商企业以100%的容量营业，但顾客仅限于那些已经完整接种新冠疫苗的人。

新闻部长安丹纳称，政府跨部门抗疫工作组（IATF）已经修改防疫警戒分级制度下的具体措施。现规定：处于防疫1级警戒的地区，所有工商企业获准以100%的客容量运营，大型集会活动可正常举行，但进入室内商业场所的顾客和参加集会活动的人员需要出示疫苗接种证书，证明已完整接种新冠疫苗。

此外，防疫1级警戒地区的公交系统获准以100%运力投入运营。

城铁客运量创纪录

就在总统府宣布上述最新措施的前一天，即6月6日，城铁三号线（MRT-3）的单日客运量超过37万人次，远远超过疫情暴发前的水平。

疫情之前，城铁三号线单日客运量在25万至30万人次之间。

交通部周二在脸书帖子中称，周一创纪录的客运量与两大因素有关，其一是城铁目前提供免费乘车优惠，其二是城铁经过翻新后客运量大幅提升。

中国中车大连为城铁三号线制造的列车组目前已投入使用，为城铁运力的提升发挥重要作用。

通部未能指出的第三点原因是，由于燃油价格飙升导致大马尼拉地区出现“交通危机”，集尼车司机纷纷暂停运营，导致公众被迫选择其他通勤方式。

大马尼拉疫情略有抬头

疫情数据独立分析机构OCTA周二透露，大马尼拉地区的新冠病毒传染率略有升高，但该地区仍处于“低风险”级别。

OCTA研究员沓密称，首都地区新冠病毒传染率从5月24-30日的1.08升至5月31日至6月6日的1.24，确诊人数从78例增至86例，增加10%。

传染率高于1，意味着病毒传播速度在加快。

大马尼拉地区的新冠检测阳性率也从1.5小幅上升至1.6。世卫组织规定的“安全线”是检测阳性率不超过5%。

此外，邦邦牙省政府提供的数据显示，该省单日新增确诊病例从5月29日的7例增加到6月5日的19例，增加了将近三倍。

The Philippine Presidency announced on 7 June that the government has decided to relax its anti-epidemic restrictions once again, allowing all businesses in areas on Alert 1 to operate at 100% capacity, but limiting customers to those who have been fully vaccinated against the new crown. 

Information Minister Andanar said that the government's Interdepartmental Anti-epidemic Task Force (IATF) had revised the specific measures under the alert classification system. It now states that in areas on Alert 1, all businesses are allowed to operate at 100 per cent capacity and large gatherings can be held as normal, but customers entering indoor commercial premises and participants in gatherings will need to show a vaccination certificate proving that they have been fully vaccinated against Newcastle. 

In addition, bus systems in Alert 1 areas were allowed to operate at 100% capacity. 

Record passenger numbers for City Rail 

On 6 June, the day before the President's Office announced these latest measures, the City Railway Line 3 (MRT-3) carried more than 370,000 passengers in a single day, far exceeding the level before the outbreak. 

Before the outbreak, the MRT-3 line carried between 250,000 and 300,000 passengers in a single day. 

In a Facebook post on Tuesday, the Ministry of Transport said Monday's record passenger volume was linked to two major factors, one being that the City Railway is now offering free ridership and the other being that it has been refurbished to carry significantly more passengers. 

The trainsets manufactured by China CNR Dalian for Line 3 of the City Railway are now in service and are playing an important role in boosting the capacity of the City Railway. 

The third reason that the Ministry was unable to point out was the "transport crisis" in Metro Manila due to soaring fuel prices, which forced collector bus drivers to suspend their operations and forced the public to choose other means of commuting. 

Metro Manila epidemic on the rise 

OCTA, an independent analyst of outbreak data, revealed on Tuesday that there has been a slight increase in the transmission rate of the New Coronavirus in Metro Manila, but the area remains at a "low risk" level. 

OCTA researcher Toumi said the rate of transmission of the new coronavirus in the capital rose from 1.08 from May 24-30 to 1.24 from May 31 to June 6, with the number of confirmed cases increasing from 78 to 86, a 10 percent increase. 

A transmission rate above 1 means that the virus is spreading at an accelerated rate. 

The positive rate for new coronas in Metro Manila also increased slightly from 1.5 to 1.6, the WHO "safety line" of no more than 5%. 

In addition, data from the provincial government of Pampanga showed that the number of new cases confirmed in a single day in the province nearly tripled from seven on May 29 to 19 on June 5.
