(人民报)越通社驻雅加达记者报道,3月22日,越南国会对外委员会主任、越南国会代表团团长武海河在各国议会联盟(IPU)第144届大会全体会议上就敦促国会采取行动实现净零排放目标提出五点建议。
其一,各国议会敦促政府按照《巴黎(气候变化)协定》采取更强有力的政策和措施应对气候变化,制定其在《联合国气候变化框架公约》第二十六次缔约方大会(COP26)上所作出的实现净零排放目标的承诺履行路线图并与监督各项可持续发展目标、特别是落实情况齐头并进。
其二,各国议会须在坚持公平、共同但有区别的责任、各自能力原则基础上加强应对气候变化合作关系,促进经验互换、技术和资金支持力度等。发达国家须继续带头履行减少温室气体排放的承诺,并为发展中国家提供技术和资金支持,以提高其应对气候变化的能力。
其三,各国议会应加强立法工作,做好预算分配和监督工作,确保各国减少温室气体排放承诺真正落到实处并面向实现净零排放目标。
其四,IPU与联合国气候变化框架公约秘书处配合制定各国履行应对气候变化承诺的监督、信息互换、有效经验和模式分享机制。
其五,各名议员发挥与人民群众的桥梁纽带作用,做好宣传工作,让民众和企业了解参与全球减少温室气体排放各项倡议带来的长期机会和利益;支持发展公私伙伴关系等。
武海河透露,在应对气候变化的同时防控新冠肺炎疫情的背景下,越南下定决心有效落实经济发展、环境保护和气候变化应对等多项任务,将其视为紧急且艰难的核心任务。
越南也将继续大幅减少对化石燃料的依赖,迅速提高可再生能源利用比例,努力制定向绿色、循环、低碳经济转型的相应路线图;认真履行越南关于应对气候变化的各项国际承诺。 2020年,越南国会通过了《环境保护法》,其中有一章涉及应对气候变化。 政府已成立关于履行越南在COP26上作出的承诺的国家指导委员会。 2022年,国会加大 COP 26上各项承诺履行执行情况的监督力度等。
武海河强调,在努力应对气候变化过程中,越南一向明确人民为应对气候变化问题的中心、主体、目标和动力,坚持不让任何人掉队。越南也希望开展应对气候变化的投资项目和实现可持续发展目标过程中获得国际合作伙伴的协作配合与帮助等。(完)
(People's Daily) Viet Nam News in Jakarta reports that on March 22, Vu Hai Ha, head of the Foreign Affairs Committee of the National Assembly of Vietnam and head of the Vietnamese National Assembly delegation, made five proposals on urging the National Assembly to take action to achieve the net-zero emissions target at the plenary session of the 144th Assembly of the Inter-Parliamentary Union (IPU).
First, parliaments should urge governments to adopt stronger policies and measures to address climate change in accordance with the Paris (climate change) Agreement, and to develop a roadmap for the implementation of the commitments made at the 26th Conference of the Parties to the United Nations Framework Convention on Climate Change (COP26) to achieve the net-zero emissions target, and to monitor the implementation of sustainable development goals in particular.
Second, parliaments must strengthen partnerships to address climate change and promote the exchange of experience, technology and financial support, based on the principles of equity, common but differentiated responsibilities and respective capabilities. Developed countries must continue to take the lead in fulfilling their commitments to reduce greenhouse gas emissions and provide technical and financial support to developing countries to enhance their capacity to address climate change.
Third, national parliaments should strengthen their legislative work and do a good job in budget allocation and monitoring to ensure that countries' commitments to reduce greenhouse gas emissions are truly implemented and geared towards achieving the net zero emissions target.
Fourth, IPU and the UNFCCC secretariat should work together to develop a mechanism for monitoring, information exchange, and sharing of effective experiences and models for the implementation of countries' commitments to address climate change.
Fifth, the parliamentarians will play the role of bridging with the people and do a good job in publicizing the long-term opportunities and benefits brought by participation in global initiatives to reduce greenhouse gas emissions; and support the development of public-private partnerships, etc.
Vu Hai Ha revealed that in the context of combating climate change while preventing and controlling the new crown pneumonia epidemic, Vietnam is determined to effectively implement a number of tasks in economic development, environmental protection and climate change response as urgent and difficult core tasks.
Vietnam will also continue to significantly reduce its dependence on fossil fuels, rapidly increase the proportion of renewable energy use, work to develop a corresponding roadmap for the transition to a green, circular and low-carbon economy; and earnestly implement Vietnam's international commitments on combating climate change. In 2020, the National Assembly of Vietnam passed the Law on Environmental Protection, which includes a chapter on addressing climate change. The Government has established a National Steering Committee on the implementation of Vietnam's commitments at COP26. In 2022, the National Assembly has increased its efforts to monitor the implementation of the commitments made at COP 26, etc.
Vu Hai Ha stressed that in its efforts to combat climate change, Vietnam has always been clear that the people are the center, subject, target and driving force in combating climate change issues, insisting that no one will be left behind. Vietnam also hopes to receive cooperation and assistance from international partners in the process of investment projects to combat climate change and achieve sustainable development goals. (End)
