重大安全风险“一票否决”

安全生产，人命关天。在安全生产行政审批方面，“20条措施”对危化品、矿山、烟花爆竹、建筑施工、金属冶炼等行业领域高危项目和人员密集场所，严格实行重大安全风险“一票否决”。

制定时间节点，倒逼工作推进。在严厉查处违法分包转包和挂靠资质行为方面，“20条措施”明确由市(州)、县(市、区)政府统筹，开展专项清查，2022年内完成全面清查、分类甄别、问题处理，还提出制定工程业务分包转包和资质使用负面清单。

武汉突出监管执法这个利器，强调配齐建强市区监管执法队伍，加强街道(乡镇)以及开发区、工业园区等功能区安全监管力量配备，重奖激励安全生产隐患举报，强化“打非治违”并集中曝光，建立落实“吹哨人”、内部员工举报和安全生产信息员等制度，严查瞒报谎报迟报漏报事故行为。

强化“两客一危”安全监管

平安出行牵动着无数家庭的心。

道路运输、水路运输、公路运营、港口营运、城市公共交通是交通运输安全的重中之重。

湖北省交通运输厅聚焦重点全面摸清安全隐患和薄弱环节，有效管控重大风险，强力治理重大隐患，严厉打击非法违法行为。

从事旅游的包车、三类以上班线客车和运输危险化学品、烟花爆竹、民用爆炸物品的道路专用车辆(简称“两客一危”)是安全监管的重点。该厅深入贯彻落实国务院安委会15条举措和省安委会20条实施意见，强化“两客一危”道路运输车辆安全监管，严格落实“两客一危”车辆违规信息闭环处理工作机制，对车均报警率和报警次数排名靠前的“两客一危”企业和车辆进行约谈、限期整改。

一季度，该厅对“两客一危”企业通报58起，约谈18起，整改138起,处罚10起;驾驶员接受批评教育3345人次。

自建房迎来“一房一策”

今年，湖北省居民自建房迎来全面体检。

3月31日，湖北省启动房屋市政工程安全生产治理行动，聚焦5大方面20项整治重点，全面排查安全隐患，加大打击违法违规行为力度，完善安全监管体系。

该省住房城乡建设厅鼓励103家工程质量安全手册示范企业不断完善配套制度，推行企业质量安全诚信记录和差异化监管，严格落实工程参建单位和关键岗位人员安全主体责任。

截至6月6日，该省已排查自建房979万栋，发现17万余栋存在安全隐患，其中14621栋为经营性自建房。各地按“一房一策”为这些自建房“问诊开药”。
