为进一步消除自建房消防安全隐患，夯实自建房消防安全基础，云南省文山州消防救援支队结合冬春火灾防控、防范小火亡人攻坚行动等工作，将自建房火灾隐患排查整治纳入创文创卫工作同步开展，实施网格化排查，将消防监管延伸至基层治理末端，有效净化消防安全环境。
支队积极推动“七城创建”指挥部办公室印发《关于加强消防设施标识化及消防安全检查工作实施方案》，推动“干在实处、走在前列”行动领导小组办公室制定下发《关于对公共场所消防设施存在问题整改派单的通知》等文件，推动各级政府将自建房消防安全管理作为社会综合治理的重要内容，完善“政府、乡镇、社区”三级消防安全监管模式，按照大、中、小三个层面进一步实施政府包辖区、职能部门包行业系统、社区街道包点线的“三级包干管理”责任体系，划定57个大网格，190个中网格，481个小网格，明确网格消防安全第一责任人，实施派单式管理。组织8个宣传组、20余名社区消防宣传大使、20余名社区街道工作人员、139名乡镇(街道)网格员以及313名社区（村）网格员对自建房开展大排查，对排查发现问题由指挥部统一派单至行业主管部门、乡镇、街道、社区进行整改，消除安全隐患。
协调文旅部门加强对自建房改建为公共娱乐场所、星级宾馆等场所的监督管理，督促相关单位落实消防安全管理主体责任。推动住建部门开展自建房违法搭建、改建等行为排查整治，强制拆除违章建筑、彩钢板临时建筑。将消防安全条件纳入生产、经营、商住自建房的审批管理内容，开展沿街门店专项整治，规范电动自行车停放，规划建设240个充电桩，解决电动自行车“飞线”充电带来的消防安全隐患问题和违规停放充电引发火灾事故的消防安全管理难题。推动公安机关督促公安派出所对自建房改作的小饭店、小商铺、小酒吧等“小场所”开展消防监督检查和针对性消防宣传教育，督促整改火灾隐患。
为改善消防安全整体环境，支队借力乡村振兴、边境小康村建设等政策，积极协调民宗、水务、乡村振兴局等部门将消防工作融入发展大局，制定工作方案。统筹将自建房集中区域消防基础设施建设、农村消防供水管网、消防取水口、消防水源、消火栓等项目纳入规划内容并同步实施，着力解决消防基础设施滞后的问题。近期，支队共推动建设844个消火栓，覆盖32个村委会，422自然村（小组）。推动普者黑景区成立专职消防队伍，计划购置2辆消防车并配备器材装备，推动坝美景区斥资10万元用于景区微型消防站建设，打造“5分钟消防圈”，着力改善消防安全现状。
为了强化末端治理，支队成立辅助执法服务队，挨家挨户上门宣传指导火灾隐患整改，研发并推广使用文山市消防安全检查APP，将各级各部门检查情况录入系统，实现隐患闭环销号。强化事业编专职队员在乡镇防火工作中的作用，推行一专多能、一队三员做法。督促指导乡镇政府全面履行基层末端消防治理工作职责，出台县级消防安全责任制实施意见，明晰各级各部门消防工作责任，实现多元共治。

Coordinate the construction of fire-fighting infrastructure in areas where self-built houses are concentrated, rural fire-fighting water supply network, fire-fighting water intake, fire-fighting water source, fire hydrant and other projects into the planning content and synchronous implementation, and make efforts to solve the problem of lagging fire-fighting infrastructure. Recently, the detachment has promoted the construction of 844 fire hydrants, covering 32 village committees and 422 natural villages (groups).
