确定18个城市（区）作为城市安全风险监测预警建设试点
日前，国务院安委办、应急管理部下发通知，部署加强城市安全风险防范工作，推广城市生命线安全工程经验做法，要求切实提高城市防控重大风险与突发事件的能力，从本质上提升城市安全治理现代化水平。通知确定合肥、沈阳、南京、青岛、深圳、成都、西安、东营、洛阳、宜昌、常德、佛山、南宁、遵义、北京通州、上海浦东新区、上海黄浦、上海松江等18个城市（区）作为国家城市安全风险综合监测预警工作体系建设试点。
通知指出，当前城市安全新旧风险交织叠加，安全风险防范压力加大，一些城市相继发生房屋坍塌、爆炸、洪涝、台风等重特大事故灾害，城市安全形势复杂严峻。各地区要结合安全发展示范城市创建工作，根据实际统筹开展城市安全风险综合监测预警，积极构建全面统筹领导、统一监测调度、联动响应处置的工作体系。要聚焦城市安全管理的主要问题和突出风险，积极借鉴典型做法，加大试点示范工作力度，将强化城市安全风险防范工作纳入本地区重点工作，充分利用科技手段，加快建立健全城市安全风险综合监测预警工作体系，提升城市安全风险辨识、防范、化解水平。
据悉，国家城市安全风险综合监测预警工作体系建设试点工作，分阶段于2023年3月底前完成，国务院安委办、应急管理部配套制定了城市安全风险综合监测预警平台建设指南，为各地区推进相关工作提供指导。
为进一步探索总结城市安全风险监测预警新模式新经验，国务院安委办近日在安徽合肥召开城市安全风险监测预警工作现场推进会，总结交流推广城市安全工作经验做法，部署推进城市安全风险监测预警工作。会议要求各地区坚持系统思维，树牢安全红线意识，完善安全责任体系，强化“科技兴安”，加强安全生产法治建设，综合治理、统筹推进，全面提升城市安全发展水平。

Recently, the office of the safety committee of the State Council and the Ministry of emergency management issued a notice to deploy and strengthen urban safety risk prevention, promote the experience and practices of urban lifeline safety projects, and effectively improve the ability of cities to prevent and control major risks and emergencies, so as to essentially improve the modern level of urban safety governance. The circular identified 18 cities (districts) including Hefei, Shenyang, Nanjing, Qingdao, Shenzhen, Chengdu, Xi'an, Dongying, Luoyang, Yichang, Changde, Foshan, Nanning, Zunyi, Beijing Tongzhou, Shanghai Pudong New Area, Shanghai Huangpu and Shanghai Songjiang as pilot projects for the construction of national urban safety risk comprehensive monitoring and early warning system.
The circular pointed out that at present, the old and new risks of urban safety are intertwined and superimposed, and the pressure on safety risk prevention is increasing. Some cities have successively suffered major accidents and disasters such as house collapse, explosion, flood and typhoon, and the urban safety situation is complex and severe. All regions shall, in combination with the establishment of safety development demonstration cities, carry out comprehensive monitoring and early warning of urban safety risks according to the actual situation, and actively build a working system of comprehensive overall leadership, unified monitoring and dispatching, and linkage response and disposal. We should focus on the main problems and prominent risks of urban safety management, actively learn from typical practices, strengthen the pilot demonstration work, integrate strengthening urban safety risk prevention into the key work of the region, make full use of scientific and technological means, accelerate the establishment and improvement of the comprehensive monitoring and early warning system of urban safety risks, and improve the level of urban safety risk identification, prevention and resolution.
It is reported that the pilot work for the construction of the national urban safety risk comprehensive monitoring and early warning system will be completed by stages by the end of March 2023. The Safety Commission Office of the State Council and the emergency management department have formulated guidelines for the construction of urban safety risk comprehensive monitoring and early warning platform, providing guidance for promoting relevant work in various regions.
In order to further explore and summarize the new model and experience of urban safety risk monitoring and early warning, the office of the safety committee of the State Council recently held an on-site promotion meeting on urban safety risk monitoring and early warning in Hefei, Anhui Province, to summarize, exchange and promote urban safety work experience and practices, and deploy and promote urban safety risk monitoring and early warning. The meeting required all regions to adhere to systematic thinking, strengthen the awareness of safety red line, improve the safety responsibility system, strengthen the "rejuvenation of safety through science and technology", strengthen the construction of the rule of law in work safety, comprehensively manage and promote as a whole, and comprehensively improve the level of urban safety development.
