2011年的《南亚区域合作联盟自然灾害快速响应协议》是加强灾害响应中应用现有工具与服务的区域性灾害管理协议。南亚区域合作联盟(简称南盟)成员包括孟加拉国、不丹、印度、马尔代夫、尼泊尔、巴基斯坦、斯里兰卡和阿富汗。正如2004年印度洋地震和海啸中的经验教训所示,灾害不分国界。因此,南盟和东盟这两个独立的地缘政治实体,在备灾、响应和恢复中都有重叠的职责。《南亚区域合作联盟自然灾害快速响应协议》描述了一系列原则、一般义务、标准行动程序、待命安排、应急响应援助、指挥和管控、尊重主权、例外情况、响应者身份、资源调动和问责制,国家联络点和主管机构、财务安排和辅助性行政条款。该协议在大多数方面与《东盟灾害管理和应急响应协议》中的精神和目的相似。2015年1月,南盟和东盟政策层面的官员举行了为期一周的交流会议,讨论灾害管理方面的合作。

 

 The SAARC Agreement on Rapid Response to Natural Disasters is not an ASEAN document, but this legally binding supplementary agreement is important for crisis management planning.

The South Asian Association for Regional Cooperation (SAARC) Agreement on Rapid Response to Natural Disasters, 2011, is a regional disaster management agreement that enhances the application of existing tools and services in disaster response. The South Asian Association for Regional Cooperation (SAARC) includes Bangladesh, Bhutan, India, Maldives, Nepal, Pakistan, Sri Lanka and Afghanistan. As the lessons learned from the 2004 Indian Ocean earthquake and tsunami have shown, disasters know no borders.As a result, SAARC and ASEAN, two separate geopolitical entities, have overlapping responsibilities in disaster preparedness, response and recovery. The SAARC Agreement on Rapid Response to Natural Disasters describes a series of principles, general obligations, standard operating procedures, standby arrangements, emergency response assistance, command and control, respect for sovereignty, exceptions, responder status, resource mobilization and accountability, national focal points and authorities, financial arrangements and supporting administrative provisions.The agreement is similar in most respects to the spirit and purpose of the ASEAN Agreement on Disaster Management and Emergency Response. In January 2015, SAARC and ASEAN policy-level officials held a week-long exchange meeting to discuss cooperation in disaster management.
