324日,NRDC与“一带一路”绿色发展国际联盟(以下称绿色联盟)共同举办“一带一路”倡议下东盟绿色低碳转型——潜力与机遇国际专家研讨会。来自10余家中外机构的20余名专家参会,包括联合国环境规划署、东盟能源中心、菲律宾气候与可持续城市研究所、印度尼西亚基础服务改革研究所、菲律宾金融未来中心、澳大利亚国立大学、国家发改委能源研究所、中国电力规划设计总院、中国科学院科技战略咨询研究院、北京大学、中国出口信用保险公司、中金研究院、一带一路环境技术交流与转移中心(深圳)、新能源海外发展联盟等。中国与东盟国家的研究机构、企业与行业协会的近百名代表线上参会。

会上发布了NRDC与绿色联盟合作的《“一带一路”倡议下东盟绿色低碳转型——潜力与机遇》研究报告。报告根据东盟各国的经济体量、人口和排放总量等特点,将东盟地区十国分为四类进行分析并提出建议。其中印度尼西亚由于其远超其他国家的经济体量和排放规模,建议探索建立地方碳市场等手段加强能源转型融资规模,并强化电网设施联通以提升可再生能源消纳能力;越南、泰国、马来西亚、菲律宾的经济发展相对较好,排放上升潜力大,建议进一步加强电力投资环境顶层设计,为有序退煤和能源转型吸引更多外部资金支持,同时加快发展光伏风电等可再生能源项目及储能配套;缅甸、柬埔寨、老挝经济相对落后,但可再生能源发展潜力较大,建议推进电网基础设施建设,发展离网发电以提升电力可及性,并制定符合发展情况的可再生能源政策;新加坡、文莱面积较小但经济相对发达,可在清洁能源技术、绿色金融等方面起到示范辐射作用。

The research report "Green Low Carbon Transformation in ASEAN under the Belt and Road Initiative - Potential and Opportunities" by NRDC and Green Alliance was released at the conference. The report analyzes and makes recommendations for the ten countries in the ASEAN region into four categories based on their economic size, population and total emissions. Among them, Indonesia, due to its economic volume and emission scale far exceeding those of other countries, suggests exploring the establishment of a local carbon market and other means to strengthen the financing scale of energy transition, and strengthening the connection of power grid facilities to enhance the capacity of renewable energy consumption; Vietnam, Thailand, Malaysia and the Philippines have relatively good economic development and high potential for rising emissions, suggesting further strengthening the top-level design of power investment environment for orderly coal withdrawal and It is recommended to further strengthen the top-level design of the power investment environment, attract more external financial support for orderly coal retirement and energy transformation, and accelerate the development of renewable energy projects such as photovoltaic wind power and energy storage support; Myanmar, Cambodia and Laos are relatively backward in economy, but have greater potential for renewable energy development, it is recommended to promote the construction of power grid infrastructure, develop off-grid power generation to enhance power accessibility, and formulate renewable energy policies in line with the development situation; Singapore and Brunei are small in area but relatively economically Singapore and Brunei are small but relatively developed, and can play a demonstration role in clean energy technology, green finance and other aspects.
