北京即将进入汛期。5月26日上午，北京市委书记蔡奇检查全市防汛工作，强调今年汛期降水较常年偏多，局地强降水频次和强度更加突出，防汛形势严峻，要从维护首都安全的高度对待防汛工作，坚持闻“汛”而动，层层压实责任，扎实做好各类灾害防范应对，确保城市安全和人民群众生命财产安全。北京市委副书记、市长陈吉宁一同检查。
北京排水集团防汛抢险大队是市级专业防汛应急队伍，承担着中心城区、回天地区以及城市副中心行政办公区等区域防汛保障任务。蔡奇、陈吉宁察看排水抢险装备，了解全市防汛准备、排水抢险安排等情况，并与抢险救援队员交流，感谢他们为城市防汛工作作出的贡献。蔡奇说，汛情就是命令。要随时待命，加强实战演练，强化科技赋能，发挥突击队作用，确保关键时刻拉得出、冲得上、打得赢。北运河榆林庄闸位于凉水河和北运河交汇处，是北运河流域重要闸口。蔡奇察看东、西两闸运行情况和船闸中控系统，询问全市重点河道防汛准备情况，叮嘱要坚持底线思维，做好极端情况应急预案，加强跨区协同，提升“测、防、报、调”能力建设，确保汛期河道和水库安全。
蔡奇在检查中指出，预报准确、预警及时、预案充分是做好防汛工作的基础。要密切监测天气气候变化，加强跨部门、跨区域联合会商，提高预报精准度。加强风险部位巡查观测，及时准确发布预警信息。细化完善应急预案，防患于未然。
蔡奇强调，防汛要抓住重点，紧盯不放，做好充足准备。城区要抓好下凹式立交桥、低洼院落、危旧房屋、地下空间等重点部位防汛。山区要以地质灾害易发区、公路地灾点、险村险户、山洪沟道等为重点，加强联防，及时做好人员避险转移。加强涉山涉水景区和“驴友”等户外爱好者安全管理，确保人员安全。
蔡奇强调，全市上汛，各级“上岗”。北京市防指当好指挥中枢，专项分指、市应急管理局、市水务局等各司其职，强化协同配合。永定河、潮白河、北运河、大清河、蓟运河等5个流域防指要完善巡堤查险工作机制，落实分区划段防守职责。各区、街乡镇做好衔接，严格落实24小时值守和领导带班制度，特别要加强新一届村和社区班子防汛培训，确保工作不断档。

The flood control and rescue brigade of Beijing Drainage Group is a municipal professional flood control emergency team, which undertakes the regional flood control guarantee tasks such as the central urban area, Huitian area and the administrative office area of the sub center of the city. Cai Qi and Chen Jining inspected the drainage rescue equipment, understood the flood control preparation and drainage rescue arrangements of the whole city, communicated with the rescue team members, and thanked them for their contributions to the urban flood control work. Cai Qi said that the flood situation is an order. We should be on standby at any time, strengthen actual combat drills, strengthen scientific and technological empowerment, give full play to the role of commandos, and ensure that we can pull, rush and win at critical moments. Yulinzhuang gate of the North Canal is located at the intersection of Liangshui River and the North Canal. It is an important gate in the North Canal basin. Cai Qi inspected the operation of the East and West locks and the central control system of the ship lock, asked about the flood control preparations of the city's key rivers, told to adhere to the bottom line thinking, make emergency plans for extreme situations, strengthen cross regional coordination, improve the capacity-building of "measurement, prevention, reporting and regulation", and ensure the safety of rivers and reservoirs in flood season.
During the inspection, Cai Qi pointed out that accurate forecasting, timely early warning and sufficient plans are the basis for doing a good job in flood control. We should closely monitor weather and climate change, strengthen cross sectoral and cross regional joint consultation, and improve the accuracy of forecasting. Strengthen the inspection and observation of risk parts, and timely and accurately release early warning information. Refine and improve the emergency plan to prevent accidents.
Cai Qi stressed that flood control should grasp the key points, keep an eye on them and make adequate preparations. In urban areas, we should pay close attention to flood control in key parts such as concave overpasses, low-lying courtyards, dangerous old houses and underground spaces. In mountainous areas, we should focus on geological disaster prone areas, highway disaster points, risk villages and households, mountain torrents and gullies, strengthen joint defense, and do a good job in the risk avoidance and transfer of personnel in time. Strengthen the safety management of mountain and water related scenic spots and outdoor enthusiasts such as "donkey friends" to ensure personnel safety.
Cai Qi stressed that the city's flood season, all levels of "post". The Beijing Municipal defense command should be a good command center. The special sub command, the Municipal Emergency Management Bureau and the Municipal Water Affairs Bureau should perform their respective duties and strengthen coordination. The defense indicators of five river basins, including Yongding River, Chaobai River, North Canal, Daqing River and Ji canal, should improve the working mechanism of embankment patrol and risk investigation, and implement the defense responsibilities of zoning and sections. All districts, streets, townships and towns shall do a good job in connection, strictly implement the 24-hour duty and leadership shift system, especially strengthen the flood control training of the new village and community teams, so as to ensure continuous improvement of work.
