近年来,江苏省南京市深入学习贯彻习近平总书记关于安全生产的重要论述,以创建国家安全发展示范城市为抓手,大力推进城市安全风险监测预警能力建设,有效实现安全风险早排查、早发现、早预警、早处置。去年全年,生产安全事故起数、死亡人数同比分别下降70.6%和76.1%。今年1月至9月,两项指标同比分别再下降37%、34%。目前,该市连续43个月未发生较大事故。

突出科技赋能,提升风险动态监测水平

南京市加强信息平台建设,依托大数据、物联网等技术,全力提升风险数字化监测水平。初步建成立体空间可视化城市信息模型(CIM)基础平台,加快“城市之眼”综合感知平台建设,推进470万处城市二维码标准地址设置,着力打造高水平的城市数字底座。实施城市安全“雪亮”工程,建成全国首个“城市地下管网数字化工程”,依托无线宽带政务专网,构建应急场景下指挥调度通信基础设施,确保城市随时在线。

该市建设城市安全运行综合监测预警平台,开发风险防控网格化、预测预警智能化、应急预案数字化等八大业务子系统,全面提升燃气、供排水、桥梁隧道、综合交通枢纽、长输油气管道、防洪防涝等领域监测预警水平。目前,该系统已在全市2.4万家单位常态化应用,汇聚数据总量10亿条。

该市不断拓展应用场景,开发“城市风险多变量预警分析模型”,建成重大危险源、气象灾害、危房排查防控等20余个子系统和模型,主动防控城市运行中的变量风险。建立危险废弃物线上线下管控系统,对危化品重大危险源企业、金属冶炼企业、粉尘涉爆企业实施重点监管。

创新工作举措,强化风险排查预警

南京市不断完善“大数据+网格化+铁脚板”治理模式,全面彻底排查风险。构建关口前移“一张网”。

在全市1.2万个综合网格上叠加1680个“应急格”和1.7万个“安监格”,配备网格员4.8万名,严格落实常态化巡查和精细化监管,持续做好安全“体检”。

该市还加快构建城市安全风险数据库,全面开展城市风险(源)普查辨识建档,编制形成安全风险分布“四色图”,累计排查标注社会面风险源22.5万个、企业风险源4.2万处,36万家企业和单位纳入平台管理。形成群防群治“一盘棋”。创新多元共治机制,有效引导第三方力量参与城市安全风险排查化解。积极开展“安全生产月”等活动,进一步完善城市安全风险“啄木鸟”“吹哨人”制度,建立12345、12350联动受理举报机制,鼓励群众共同除隐患、保安全。

守牢安全关口,做好风险源头预防

南京市落实工作责任、强化顶层设计,切实从源头管控风险。严明责任“源头”,该市制定落实市委常委会、市政府领导班子成员安全生产重点工作清单,明确54个党政部门及司法部门安全风险防控职责,将安全发展纳入“一票否决”范围并加大考核权重,推动责任层层压紧压实。开发应用企业“安全信用脸谱”,针对不同类型企业量身定制任务清单,倒逼企业依法依规履行主体责任。

该市严把规划“源头”,深入贯彻安全发展理念,确保应急体系规划与国民经济和社会发展规划、国土空间规划等相衔接、相协调,把安全要求和保障措施融入产业、城建等各领域专项规划之中,进一步强化规划实施“刚性”,切实提升城市整体安全水平。严抓项目“源头”,大力推动石化、钢铁等行业产能调整、转型升级,坚决淘汰安全环保不达标的企业和项目,关停并转“三高两低”企业1650家。严格项目准入关,把符合安全生产标准作为招商引资的前置条件,切实从源头保障本质安全。

聚焦薄弱环节,加强风险隐患治理

该市坚持系统思维、精准施策,及时消除城市运行中各类风险隐患,持续提升城市安全韧性。加大集中整治力度,推动“一年小灶”和“三年大灶”有机衔接,深入开展32个行业领域安全生产专项整治,排查整改隐患4.6万余项,关闭取缔企业297家,停产整顿618家。以创建国家级循环经济标准化示范园区为抓手,推进江北新材料科技园封闭式管理、一体化循环利用。

该市还强化韧性城市建设,整治供水管道360公里、危旧燃气管道504公里、油气长输管线703公里,有效畅通城市“经脉”。完成1371幢危房、2600多栋高层住宅、2834座农村桥梁等风险隐患规范化治理,打通1.1万个小区消防通道,让市民住得安心。完成100多处易涝区和江岸堤整治改造,着力打造一体化城市排水防涝体系。提升应急处置能力。健全应急预案体系,完善全市域、全灾种、全行业应急救援联动机制,打造1.2万人的专业应急救援队伍。建设“金陵应急宝”资源信息共享系统,入驻全国应急专家1500余人,实现复杂事故现场专家“同框会诊”、科学高效处置。

下一步,南京市将高标准推进城市生命线工程建设,持续提升城市安全风险防范和自然灾害监测预警能力,以本质安全水平的新提升,推动安全发展示范城市创建的再提质。
